The Asociación Solidaria Andaluza de Desarrollo (ASAD), established in November of 2005, is a nonprofit organization that aims to contribute to changing the fundamental structures that impede the self-management and development of communities in accordance with their principles and values.

To that end, we work for the promotion and defense of Human Rights around the world, which we believe to be a matter of global justice.

Context

ASAD has its headquarters in the city of Granada, Spain, from where it coordinates the execution of development projects in Guatemala, Colombia, the Dominican Republic and Guinea-Bissau, while accompanying the execution of Education and Social Action projects. that take place in Andalusia.

The organization has been working in Guinea-Bissau since 2007, especially in the areas of education, basic infrastructure development, entrepreneurship and food sovereignty. ASAD is currently executing projects in two regions of the country, Bolama and Bafatá.

By September 2023 ASAD expects to begin implementing the project “Improvement of economic and employment opportunities, food security and access to drinking water, education and electricity on the island of Bubaque, Bolama region, Guinea-Bissau, through the development of basic infrastructure, vocational training and business promotion”. This project is part of the technical component of the Fund for Stabilization and Regional Development in Fragile Regions within ECOWAS Member States (FRSD), a joint effort of the ECOWAS commission and the German Federal Ministry for Economic Cooperation and Development (BMZ), executed by the German Society for International Cooperation (GIZ) and the State Development Bank of the Federal Republic of Germany (KfW), with the collaboration of ASAD.

Main responsibilities

  • Coordinate the administrative-financial monitoring of the project, in permanent communication with the ASAD headquarters and the donors.
  • Lead and coordinate the bidding and contracting processes for works and technical assistance, guaranteeing adherence to the donors’ regulations and the manuals developed by ASAD.
  • Coordination and supervisión of administrative-financial local staff.
  • Compiling of bidding dossiers for infrastructure works and publication of tenders for subcontracting.
  • Coordination of the hiring process of consultants and contractors and monitoring of signed contracts.
  • Design of administrative-financial manuals for the project and monitoring of its compliance.
  • Creation, implementation and monitoring of administrative-financial monitoring systems through the dedicated web application.
  • Iterative preparation of financial analysis documents for decision making.
  • Writing of monitoring reports and financial justification, both internal and external,according to the regulations of the donors and ASAD.
  • Proposal writing of projects to be financed by other financing entities.

Profile

Essential requirements:

  • The person hired must have a nationality of the European Union or a work permit in Spain.
  • Higher university degree in law, economics, business or related field.
  • Postgraduate degree in International Development.
  • At least 2 years of work experience in international development preferably in Sub-Saharan Africa.
  • At least 2 years of experience coordinating bidding processes.
  • At least 2 years of experience in project financial management.
  • High level of Spanish (C1 or mother tongue) and excellent writing skills.
  • High level of English (C1 or mother tongue) and excellent writing skills.
  • Medium/high level of Portuguese (B2) and good oral communication and writing skills.
  • Strong computer skills, including MS Office (Word, Excel and PowerPoint) and Google Workspace apps.
  • Commitment to human rights and specifically to gender equality.
  • Commitment to ASAD values.
  • Capacity for flexibility and adaptation, as well as working under tight deadlines.
  • Good communication, negotiation and conflict resolution skills.

Desireable requirements:

  • Ability to work as part of a team, with Good people management and coordination skills in person and remotely
  • Experience in the economic-financial management of projects financed by the EU.
  • Medium/high level of Kriol and good oral communication skills.

Working conditions

  • Workplace: Bubaque Island, with frequent trips to Bissau.
  • Salary range: €25,000-28,000 gross per year.
  • Insurance: Medical and life insurance.
  • Per-diems and travel: All expenses necessary for the execution of the project activities will be covered by ASAD following internal manuals and donors’ regulations.
