Job description

Context

Under the overall supervision of the Head of Sub-office and direct supervision of Logistics & Procurement Officer, the successful candidate will be responsible for the implementation of all IOM logistics and procurement activities in Niamey.

Responsabilités

  1. Receive and review requisitions for clarity of specifications, obtain additional information if considered necessary and liaise with the Programs and, if necessary, confirm that the requisite budgetary resources exist with Finance Unit.
  2. Prepare the Purchase Orders / contracts and ensure financial authorization is received from the Procurement and Logistics Officer, Program Managers, RMO, COM, and MSCU according to Purchase Authorization Threshold..
  3. Follow-up on purchase orders status and keep customers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions.
  4. Conduct first review of vendor invoices to ensure compliance with POs/Contracts and goods/works/services received. Submit with supporting documentation Payment Requests to the main office.
  5. Ensure that all contracting, procurement files are systematically archived and managed with proper labeling.
  6. Provide technical information to all staff in the office on procurement related instructions and procedures.
  7. Perform logistics tasks related to property and asset management, warehousing, insurance coverage, maintenance, and transportation.
  8. Support the coordination of transportation needs and drivers’ movements; verify all logbooks are properly maintained and monitor fuel consumption and vehicle’ maintenance records.
  9. Monitor activities of contractors working on the office premises.
  10. Support the organization of meetings, workshops and trainings.
  11. Undertake any other duties within the incumbent’s capabilities that might be assigned by management.

Qualifications

Education

  • High school degree in Logistics, Administration and Finance, or other diploma in a similar field, with a minimum of four (4) years of professional experience in the field.
  • Bachelor degree in Logistics, Administration and Finance, or other diploma in a similar field, with a minimum of two (2) years of professional experience in the field.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Strong personal commitment; results-oriented; efficient and flexible; respectful of cultural diversity; very detail-oriented;
  • Strong ability to work alone and harmoniously with a group;
  • Must be willing to travel in the field;
  • Good computer skills, including internet
