Responsibilities

The Procurement Officer will perform a critical role in the country office’s procurement process by ensuring uniformity and compliance with the IFDC procurement policy and keeping the Country Director abreast of all purchasing activities. Main duties include : Procurement

Evaluat e and locat e sources which meet project requirements on a cost-effective basis by adhering to the established procurement policy and procedures ( e.g. qualifying vendors, reviewing products) ;

Negotiat e vendor proposals and maintain contact with vendors to arrange logistics of all inbound and outbound goods and services (e.g., placing orders for goods and services, resolv e billing discrepancies, correct orders, mode of transportation, customs, agriculture inspectors) ;

Assist in storing and organizing inventory items, maintain any inventory files, and man a g e stock levels ;

Aid in conducting physical inventory counts, issu e inventory with support from the Admin Officer ;

Ensur e all purchase requests are fully approved with a complete Purchase Request form in NetSuite and that all procurement transactions are processed through the system ;

Perform a variety of other related minor duties as required (e.g., preparing cost estimates, selling scrap materials, assisting in special projects).

Training

Provi d e coaching on proper procedures for staff regarding purchase requests ;

Ensur e the staff in the country understand and observe IFDC Procurement Manual;

Conduct induction session for newly recruited staff on procurement-related procedures ;

Support the projects in any purchasing needs that arise;

Facilitat e the integrity of procurement procedures of the office by enforcing appropriate internal controls .

Reporting and Work Relationships

The Procurement Officer will report to the Procurement Supervisor with a matrix reporting to the Country Director by handling any and all procurement aspects of the office, other than the receiving of purchased goods and services.

Location

This is a national recruitment with a duty station at the IFDC office based in Addis Ababa Ethiopia.

Salary Clause

The salary grade for this position is BG 7 with a recommended starting salary of ETB 47,124 gross per month.

Outstanding troubleshooting and time management skills , combined with strong organizational abilities and meticulous attention to detail especially in high-level finance tasks ;

IFDC, established in October 1974, is known for its expertise in fertilizers that service developing countries.

IFDC Headquarters and Offices

IFDC opened its headquarters in Muscle Shoals, Alabama on the Tennessee Valley Authority (TVA) Reservation in 1976. Division offices opened in Lomé, Togo in 1987 and Dhaka, Bangladesh in 1992. Today, IFDC operates four divisions in over 20 countries.

IFDC’s Background

IFDC originated as a private, nonprofit corporation under the laws of the State of Alabama, United States.

In March 1977, IFDC qualified as a Public International Organization by Presidential Decree 11977. IFDC received widespread support, cooperation and backing from the global community for which it was created and continues to thrive upon its successes.

Outgrowth of TVA

When Dr. Donald L. McCune, IFDC’s founder and former managing director, joined TVA’s National Fertilizer Center (NFDC) in the early 1960’s, he recognized the center’s capabilities of contributing to foreign assistance in developing countries. Thus IFDC became an outgrowth of TVA.

IFDC was established in Muscle Shoals, Alabama, in late 1974. Construction of the IFDC complex began at its present site in March 1976. Partial occupancy began in late 1976 and full occupancy followed in August 1977.

Although numerous locations in developing countries were considered, building a site on TVA’s property had several advantages including:

Close proximity to TVA’s Office of Agricultural and Chemical Development, which facilitated the transfer of U.S. technology.

TVA furnished at cost, the materials (phosphoric acid, sulfuric acid, nitric acid, urea solution, etc.) needed for IFDC’s research activities.

Usage of the OACD Library recognized at the time as the best working library on fertilizers in existence.

Access to TVA’s medical facilities.

A contract with TVA for fire protection, security, ground maintenance and other services.

In July 1975, TVA transferred their international staff to IFDC to become the nucleus of the organization.
