Purpose

The Program Coordinator is responsible for the quality delivery of the LWF country program in compliance with the LWF global policies and guidelines, agreements with donors and partners, and ensuring that all projects clearly contribute to the achievement of the objectives of LWF World Service country and global strategies. The Program Coordinator will support for looking for opportunities to grow the LWF program in South Sudan and regionally and to respond to evolving priorities.

The Program Coordinator will lead the program implementation team and will contribute a portion of his time to donor and partner relations, networking and resource mobilization. The Program Coordinator will travel significantly to field sites.

Required qualifications

A Master degree in international development, development studies, humanitarian studies, social sciences, or any other relevant degree from a reputable university.

Knowledge, skills and experience

A minimum of seven years of relevant work experience, with a strong preference for experience from an International NGO.

Demonstrable understanding and experience in multi-sectoral programming, including but not limited to education, protection, youth engagement, livelihoods, and peace.

Practical work experience in implementing UNHCR, PRM and other donor funded projects, including financial oversight, reporting, and compliance with reporting and financial regulations.

Experience managing program with an annual budget of more than USD five million in complex, multi-stakeholder environment.

Strong skills in writing and communicating in English, as one of the primary responsibilities of the Program Coordinator is to ensure the quality of documents and reports.

Excellent communication and presentation skills.

Proven leadership skills, fostering collaboration and driving performance in challenging environments.

Strong analytical and problem-solving abilities.

Positive attitude and approach, which will help colleagues to overcome challenges.

Ability to work under minimal supervision, under pressure, and on potentially irregular working hours.

Main duties

Leadership

Overall coordination of the program team and supervising and support to project staff for quality delivery of the LWF projects in South Sudan.

Promote the profile of LWF through active participation in program coordination forums and networks in the country.

As a member of the Management Team and the Expanded Management Team, actively contribute to the development, review and achievement of the objectives of the Country Strategy and Country Program.

Ensure complementary and close working relationship between program implementation unit and other units of the Country Office.

Program Implementation

Responsible for the implementation, supervision and documentation of the LWF projects in South Sudan.

Facilitate learning and capacity building among the program implementation team.

Promote participation, collaboration and accountability with affected populations, as a central element of accountability commitments and in line with Core Humanitarian Standard.

Ensure all relevant accountability and technical quality standards are met in all projects under the Country Program.

Ensure all project interventions are in accordance with the LWF policies and guidelines.

Ensure gender, age, disability, and diversity are mainstreamed into implementation.

Ensure innovation, impact, and durable solutions are focused on in all program work of the Country Program.

Conduct regular monitoring of projects at sites and provide support to program implementation staff.

In coordination with the Program Development and Quality Coordinator ensures program monitoring and evaluation priorities on program implementation staff.

Ensure timely, accurate and relevant program/project reports are prepared for submission to donors, Geneva HQ, and other relevant stakeholders according to agreements

Human Resources

Supervise and support Area Coordinators and project implementation staff based in country office.

Liaise with the HR and Admin Coordinator and Area Coordinators to ensure timely recruitment or replacement of key project staff to ensure no gaps in implementation are realized.

Ensure that program implementation staff have clear performance objectives and performance appraisal is conducted at agreed regular time intervals.

Ensure that new program staff are provided with thorough orientation on the programmatic aspect of LWF in general and the project or function to which they are assigned in particular.

Prioritize staff development and continual learning for program staff.

Finance and Partnership

Continually monitor the implementation of approved projects within the agreed budgets and timelines and ensure Area Coordinators and Project Managers reviews the monthly management accounts (BVA) and provide feedback to Finance in accordance with agreed arrangements.

Support negotiations with related agencies, UN agencies, Embassies and other potential partners for humanitarian and development work in South Sudan to maximize resource mobilization and diversification.

In coordination with the Program Development and Quality Coordinator ensures program development priorities on program implementation staff.

Actively participate in various program related clusters and coordination forums.

Other duties

As may be assigned by the Country Representative.

Major challenges

To ensure high levels of accountability and integrity within the LWF Program Implementation Team due to the limited staff capacity.

Ensure deliberate integration of the various projects within the Area Based Programs and support integrated approach in planning and implementation.

The Lutheran World Federation (LWF; German: Lutherischer Weltbund) is a global communion of national and regional Lutheran churches headquartered in the Ecumenical Centre in Geneva, Switzerland. The federation was organized at Lund, Sweden, in 1947. Based in Geneva, Switzerland, it replaced the more informal Lutheran World Convention, which had been founded in 1924. The goal was to coordinate international activities of the many Lutheran churches, to provide a forum for discussions on theological and organizational issues, and to assist in philanthropy, missionary activity, and exchange of students and professors. A key leader was Executive Secretary Sylvester C. Michelfelder (1889–1951), representing the American Lutheran Church.
