The people that we serve live in seventeen countries across the Middle East, Africa, and Asia where the debilitating effects of political instability, forced displacement, and natural disasters are pervasive. Often, RI is the only organization providing healthcare, education, logistics, energy, capacity building, economic development, sanitation, and many other forms of assistance to these highly vulnerable communities.
SUMMARY

In East Africa, RI is working to improve health, nutrition, food security, WASH, education, and general economic conditions through relief and development programming.
Under supervision of the Deputy Country Director, the Program Coordinator will engage with field teams, headquarters, partners and donors, in order to monitor, manage and implement the RI-Sudan portfolio. With a focus on day-to-day monitoring and striving for quality in both programming and human capacity, the Program Officer will work with the Deputy Country Director to constantly improve all RI-Sudan programming.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Program Coordinator is expected to show initiative and possess strong program management skills in order to manage Sudan programs. He/she must have good communication skills and engage on a regular basis with humanitarian actors at all levels, including field staff, partners and donors, in order to monitor and manage the RI-Sudan portfolio.
Program Quality
This area of work, with a focus on project implementation and achievement, is considered the primary focus of the role:
· Support sector leads and provide support to project implementation through trouble shooting and eliminating blocking points
· Meet regularly with sector leads to review project progress and financials, troubleshoot issues and discuss ways to improve overall programming
· Monitor output achievement, cash burn rates and ensure timely completion of projects using BvAs, and other project tracking tools
· Support M&E Team with design and implementation of data collection tools for baseline and endline assessments, including supervising logistics;
· Support M&E Team in the collection and verification of data from the field in preparation and submission to donors and Clusters;
· Support sector leads in the monitoring of work plans and spending plans for each Sudan project
· Review and reconcile expense reports, project spending, and budget versus actuals (BVAs) in direct coordination with finance and program teams
· Ensure that relevant project information is up-to-date and available for reporting purposes
· Ensure the application of a practical field based M&E system/plan for each project
· Conduct frequent field visits to project sites to assess activities and ensure efficient use of resources
· Advise sector leads to adapt projects according to monitoring and evaluation findings
· Ensure beneficiary feedback mechanisms are in place
· Ensure the capture and the leveraging of best practices and lessons learnt from projects
Program Development and Positioning
· Champion RI-Sudan’s country strategy and identify strategic opportunities for consolidation and/or expansion
· Contribute to identifying new donors, private sector partners, national and international NGOs, think tanks, academia, etc. for partnership based on complementarity and added value
· Participate in donor meetings and communicate relevant information to the Deputy Country Director and other relevant staff
· Establish, maintain and improve active and regular working relationships with other NGOs, UN agencies, clusters, working groups, consortia, etc. to ensure maximum visibility
· Ensure RI is represented in key clusters, working groups, NGO coordination bodies, etc
· Write strategic plans in coordination with technical field teams
· Support proposal conceptualization (problem statement, logframe) and proposal development within the framework of the country, regional and global strategy
· Lead on gathering information from the ground to inform project proposals;
· Participate in internal organizational meetings to report on lessons learned from Sudan programming;
· Represent RI to external stakeholders and effectively demonstrate knowledge of the organization’s history, values, and standards, in addition to RI-Sudan’s programming goals.
Program Support
· Manage Program Managers, Officers and Interns to support them in their essential duties and learning;
· Review and ensure that all donor and Cluster reports are of high quality and submitted on time;
· Review grant agreements and share with other RI focal points for inputs and approval prior to signing;
· Engage directly with M&E Team to develop tools and to monitor program and project-specific indicators for donor and Cluster reporting as well as overall program improvement;
· Provide additional program support to the team, as needs arise.
Human Resources Support and Staff Capacity Building
· Lead Sudan team meetings as appropriate on a regular basis, facilitating discussion and team-building;
· Write terms of reference (ToRs) and support the recruitment of short-term consultants and new staff;
· Manage short-term consultants, ensuring assignment timelines are on track, deliverables are submitted and all payments are completed in a timely manner;
· Work directly with the Sudan Management Team (SMT) to determine needs for building the capacity of field teams;
· Seek out training opportunities for staff on the ground to build skills and capacity of the Sudan Team.
QUALIFICATIONS & REQUIREMENTS:
· This position demands a dynamic individual with demonstrated ability to achieve results in a demanding and fast-paced environment;
· General knowledge of world affairs and international/intergovernmental institutions, and an intellectual curiosity to expand upon that knowledge;
· Excellent written and oral communication skills;
· Excellent organizational skills and attention-to-detail is a must;
· Strong interpersonal skills and ability to work independently, as well as part of a team;
· Previous project management experience and experience working with donors (OFDA, OCHA, EU, UNHCR, DFID, etc.);
· Experience with report writing and M&E in relation to humanitarian or development programming;
· Relevant Bachelor’s degree required; Master’s in International Development, Public Health or similar degree highly desired yet not required;
· Experience working as part of a team to research, develop and write funding proposals;
· Experience working in Africa, preferably Sudan, is highly desired;
· Excellent command of English, both written and oral; and
· Arabic language ability highly desired, but not required.
