Job Title : Program Director – PAMOJA Program

Reporting to : Operations Director

Purpose of Position

The purpose of the Pamoja Kwa Ufanisi (PaKU) Program Director is to offer leadership and management to the consortium, and engage with partners and the donor to ensure that the project outcomes are achieved, risks are managed and evidence of best practice and learning from the programme are identified and shared.

The Program Director will lead a consortium of NGOs, and private sector institutions led by World Vision in the implementation of an anticipated grant under the DFID funded PAMOJA Programme that targets refugees and host communities in Kenya. The position is contingent on the grant award.

Major Responsibilities

Leadership and Programme Management (50 %)

  • Functions as the Project lead and monitors progress the programme delivers, quality outcomes agreed upon, outputs and services as formulated in the approved project proposal. Provide advice on changes and improvements where needed.
  • Provide leadership, supervision, and oversight to improve the performance of all activities, ensuring efficient and effective programme implementation including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
  • Work with the MERL Advisor and consortium partners in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.
  • Monitor the implementation of the programme and compliance with DFID contractual obligations and working with implementing agencies to gather evidence of results and impact.
  • Maintain clear, regular and effective lines of communication with relevant stakeholders (GoK, International Agencies, private sector, other local actors and consortium partners).
  • Regularly review the program strategy to ensure relevance and enhance programme impact by suggesting appropriate alternative strategies and changes to the technical working groups.
  • Ensure all programme-based needs and requirements are timely and efficiently shared with support services for best coordinated implementation.
  • Provide excellent standards in the management of the human, financial and technical resources of the programme, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
  • Establish a consultative and participative management environment that engages and develops project teams, combining country office and global office staff, to deliver on donor obligations hence meeting programme commitment priorities.
  • Ensure monthly and quarterly reporting to the donor, government highlighting implementation status, challenges and key plans for the following months in an acceptable format or a format agreed/provided by the parties.
  • Manage relationships between the consortium partners to ensure that the programme remains integrated and all partners achieve their outcomes, and that any conflicts are resolved.

End Results Expected

  • A cohesive consortium team that is working together for a common goal
  • The program is well integrated and supports or complements ongoing and new interventions being implemented by UN agencies, national & county governments, and NGOs and partners within the refugee and host communities.
  • Well-coordinated & implemented Program that is performing optimally towards the achievement of the set objective

Financial & Operational Compliance (25%)

  • Ensure programme quality adherence, contractual compliance and timely reporting.
  • In collaboration with the Finance Manager, ensure responsibility for programme expenditure, financial accountability and planning requirements, and provide a high level of support to processes and procedures. Monitor the overall financial integrity of programme funds through grant management, monitoring and evaluation.
  • Provide capacity building to programme staff to strengthen the organisational practices that result in successful financial and operational audit scores and take lead in the implementation of audit recommendations as per the findings.

End Results Expected

  • Prudent project financial management, timely and accurate financial reporting as per donor regulations.

Representation and Communication, 15%

  • Develop and maintain close relationships with donor, government, consortium partners, and other relevant stakeholders.
  • Ensure that the project and partners are actively represented in coordination structures. Share progress and update on programme activities within the partnership and relevant donors.
  • Promote learning within the grant and disseminating the outcomes with GoK authorities, DFID and other agencies.
  • Participation in Kenya or international conferences to share findings from the programme and support improved programmatic impact.
  • Contribute to the development of project related documents such as success stories and publications.
  • Engage and/or get involved to provide support in policy dialogues and identify synergies or opportunities to advance project objectives.

Knowledge Management and Innovation, 10%

  • Contribute to the development and introduction of innovation to ensure best practice approaches in the operations.
  • Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.

  • Prudent project financial management, timely and accurate financial reporting as per donor regulations.

Knowledge, Skills and Abilities

  • Masters degree in International Development, Community Development, Public Administration, Business Administration, Economics or any relevant field or equitable work experience.
  • At least seven (7) years proven experience with project management, and team coaching, and managerial capacity in Economic Development and Livelihood and programme development/implementation.
  • Experience of managing systems and tools to oversee complex programme portfolios across different sectors and locations as well as within the consortium.
  • Experience in working with international, national and local actors and capacity building of national and local organisations on private sector development.
  • Familiarity with DFID grants management and compliance requirements, and other key areas such as Value for Money (VfM), Leave No One Behind, and Safeguarding.
  • Familiarity with the socio-economic landscape of Kenya is preferred
  • Previous experience managing a portfolio of programmes in developing countries
  • Experience of managing or leading a team of professional staff and a range of stakeholders in a high value donor funded consortium of at least GBP 15-20 million project.
