In South Sudan PSI is the prime recipient for Global Fund and DFID grants.

The Program Management Unit (PMU) Director will help us manage the GF and DFID grant and support the Country Representative (CR) in this role.

This will be a senior PSI official based in the South Sudan overseeing Unit’s expatriate staff and technical advisors, with CR ensure coordination with the South Sudanese Ministry of Health (MoH) and lead new business development activities. The successful candidate will strengthen relationships with the MoH and existing and future program partners.

Your contribution

Be responsible for the overall development, management (financial, administrative, and programmatic), implementation, and with Country Representative, the representation of PSI’s activities in South Sudan.

Build Institutional Strength

  • Foster institutional development of PMU through strategic planning and program development.
  • Promote effective relations with the Ministry of Health and sub recipients and partners.
  • Build the strength of existing and new activities and expansion of the health program’s portfolio.
  • Maintain and foster external relations with strategic partners such as government institutions.

Lead Program Planning and Execution

  • Provide quality and timely management of project lifecycle for all current donor projects including meeting programmatic and financial deliverables.
  • Develop and steward annual and specific project budgets consistent with both organizational and donor requirements.
  • Meet financial and other reporting requirements for donors and PSI Washington.
  • Monitor development and implementation of annual work plans.
  • Serve as a catalyst for the creation of new health products and services.
  • Develop innovative distribution systems and/or maintain the existing ones at a high level of effectiveness.
  • Track distribution figures from Sub Recipients / consortium partners as well as the partner’s performance
  • Ensuring an efficient and effective total Supply Chain Management.
  • Supervise evidence-based research activities to support health program decisions in order to evaluate and measure program effectiveness and to maximize health impact.

Manage Talent

  • Manage direct reports
  • Build local technical, management, and leadership capacity.
  • Develop and maintain systems that ensure the safety and security of the team and PSI assets in all aspects of its work according to best practices, PSI operating standards, and field realities.
  • Liaise with the Country Representative on crucial events, incident reporting and security policy.
  • Promote and demonstrate an ethical environment in line with PSI’s values of honesty and acting with integrity. Support the application of appropriate internal controls to protect PSI’s assets.

What are we looking for?

  • At least 7 years of experience managing people, budgets, and public health programs.
  • Advanced degree in business, finance, public health or health sciences.
  • Previous experience of living and working in a developing country – preferably in Africa.
  • Passionate in building local technical, management and leadership capacity.
  • Fluent in spoken and written English.
  • Personnel and financial management experience, international business, strategic management and product distribution.
  • References required.

Experienced manager. Past experience in managing large projects with multiple partners.

Capacity Builder. Experience in building institution, local technical, management and leadership capacity.

Collaborative manager. Ability to inspire a shared vision for the PSI staff. Proven experience in helping staff learn, grow, and thrive in their work.

A connector. Experience working with Ministries of Health, health care companies, or global health donors. Ability to spot trends and keep the PSI global headquarters informed about health needs and opportunities in South Sudan.

A Strategist and an innovator. Creative, innovative and a strategic thinker. Strong interest in private-sector approaches to development and a proven ability to produce results.

HISTORY

PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.
