Background

  • Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has provided continued support to conflict and drought-affected people through the provision of life-saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence in areas work.

JOB SUMMARY

  • Under the direct supervision of the Head of Programmes, this position is based in Nairobi and will provide strategic support to the office through coordination, networking and engagement with donors and stakeholders. The Programme officer will undertake the following tasks:

SCOPE OF ROLE:

  • Establish a link and act as a liaison between the donors & other partners whose base location are in Nairobi for project negotiation, donor intelligence search and linkage with embassies.
  • In liaison with partners, establish the team’s work plans and set objectives & performance indicators for achievement of planned results.
  • Promote teamwork and partnerships to facilitate harmonization, integration & linkages of the requests from the country office in line with project need.
  • Handle all correspondence under the program processed in Nairobi and by extension other African countries on behalf of the IRS office.
  • Coordinate all the meetings, workshops and travel arrangements for the technical teams in liaison with Admin officer for travels and training that takes place in Nairobi.
  • Continuously update the HOP, and other partners on the status progress and workplans of the program including follow up about the projects, reports, proposals etc.
  • Provide first level technical assistance in the preparation and execution of the assessment, including support in data collection and data analysis on project needs
  • Coordinate and work with ebms team in supporting field team on technical matters relating to project design, data collection etc.
  • Prepare information, communication and outreach products resulting from the engagement with the donors and partners and submit on a monthly basis to HOP
  • Provide strategic advice to the HOP, and relevant partners on identification and establishment of innovative partnership modalities, exploring new partners (e.g., emerging donors, CSOs, academic institutions, private partnerships and funding mechanisms);
  • Undertakes other tasks as may be requested by HOP as directly relates to the liaison and coordination roles.
  • Collaborate with related IRW departments and other implementing partners to identify opportunities for integrated programming, promoting best practices and developing shared policy approaches.
  • Prepare and submit all project internal and external donor reports in relation to the deadlines.
  • Conduct Assessment to identify needs and develop concepts and Proposal for funding new projects
  • Collect the required information and report to country and Local Nairobi Office accurately & timely.
  • Engage in liaison, coordination and market research activities for country office’s projects and business with other donor, NGOs members in Nairobi
  • Maintain and develop relationships with NGO consortium, and by understanding their needs and capabilities and ensure that all data are upto date,
  • To engage in liaison, coordination and other institution for Head of Programmes information and project development
  • Identify, develop and communicate any new business opportunities to country Office,
  • Act as a positive representation of IRSomalia in Nairobi on matters focusing project and coordination functions.
  • Work with communication team and update website on daily basis.
  • Design and proofread communication materials for outreach sharing.
  • Work with Programme technical team and carry country wide quarterly monitoring field visits.

Training & Capacity development

  • Through direct technical assistance provision, build the capacity of programme staffs (Field Monitors); identify staff development needs and design/suggest appropriate staff development approaches.
  • Provide ongoing technical support and mentorship for the field staff to develop professional and technical competency.
  • Provide technical feedback on daily, weekly and monthly registration reports received from Scope Registrars, ensuring that established programme targets and objectives are being met.

EXPERIENCE AND SKILLS

  • Good technical knowledge on Computer usage and simple configurations and benefices
  • 3 to 4 years’ experience in similar or related position with an international NGO, Government offices or Private sectors
  • Knowledge on coordination, networking and donor relation.
  • Experience in Project Management and Networking
  • Excellent spoken and written communication in English and interpersonal skills;
  • Proficiency with computers, especially MS Office and diagnostic scientific software.
  • Excellent computer skills, GIS applications skills are added advantage.
  • Experience in data collection, management, analysis and report writing.
