The U.S. Naval Medical Research Unit-3 (NAMRU-3) is the oldest overseas military medical research facility. NAMR U-3’s mission includes the evaluation of vaccines, therapeutic agents, diagnostic assays, and vector control measures. Its primary mission is to study, monitor, and detect emerging and re-emerging infectious disease threats of military and public health significance and to develop mitigation strategies against these threats in partnership with host nations, international agencies, CENTCOM, EUCOM and AFRJCOM AOR.

CAMRIS seeks a Program Manager who will create a program management system that will provide visibility of research project performance to the Government of Djibouti for the various NAMRU-3 activities at Camp Lemonnier. Primary objectives of this work include coordinating research activities (e.g. enrolling patients and completing study documentation), ensuring proper collection, storage, and shipping of specimens, and overseeing laboratory testing of specimens on- site at Camp Lemonnier in accordance with established standard operating procedures (SOP).

Develop, document, and implement procedures for:
* Interfacing with various Camp Lemonnier and Combined Joint Task Force – Horn of Africa agencies to support NAMRU-3 research projects at Camp
* Obtaining local approvals to conduct research projects at Camp
* Coordinating research activities with medical personnel staffing the Expeditionary Medical Facility at Camp
* Tracking and coordinating shipment of equipment and materials into and out of Camp Lemonnier in support of NAM RU-3 ‘ s mission.
* Develop a seamless process for human subject data and/or sample collection activities at Camp As a minimum, this process will ensure adherence to Institutional Review Board-approved study protocols and address human subjects’ questions/needs concerning NAMRU research projects.
* Support the Government in oversight of non-Government laboratory personnel and study coordinators working at NAMRU-3’s laboratory at Camp
* Prepare study reports and elements of publications documenting the status and results of research projects at Camp
* Develop and implement a communication s plan that meet s the needs of NAMRU officers/researchers involved in research projects at Camp
* Assisting in the drafting and writing of study documents, as assigned by NAMRU- 3 study Principle Investigators or Program Director, to including correspondence , reports, and memoranda related to coordination of each study protocol
* Bachelors of Science in Public Health, biological science, medical research or related infectious disease field plus 1-4 years of related experience. An advanced degree is preferred, but not required.
* Ability to monitor the surveillance progress and design studies.
* Proficiency in in word-processing, spreadsheet, database, and presentation.
* Ability to prepare and write regular reports.
* Good communication skills.
* Must be able to pass background checks required for Camp Lemonnier access.
* Ability to work effectively with colleagues at different levels of the organization.
* Fluency in English; proficiency in Arabic or French is preferred, but not required.
* Must be a U.S. Citizen.
