Project Overview:

The CHAI Senegal Diagnostics team has been supporting the Ministry of Health (MOH) since 2018 to strengthen the laboratory system through the introduction and scale-up of the point-of-care (POC) technology in decentralized settings. The initial program was focused on HIV – improving access to early infant diagnosis for HIV exposed infants, and viral load testing for people living with HIV. The scope of the program has expanded to include cervical cancer screening and treatment, and COVID-19 diagnostics.

The program aims to ensure high-quality routine testing is established, and that test results are used for clinical decision making to have patient impact. The Diagnostics team provides technical assistance to the MOH to pilot and scale-up POC for HIV, HPV and COVID-19 testing, to adopt World Health Organization (WHO) guidelines and recommendations, to improve data management through connectivity solutions, to optimize the diagnostics network for improved sample transport, to strengthen the diagnostics supply chain, and to secure funding for national level scale-up.

Position Overview:

CHAI is seeking a highly motivated individual with outstanding technical and managerial capabilities to lead the CHAI Senegal Diagnostics team. This role will include managing the day-to-day diagnostics program activities and a small team. The Program Manager will play a key role in relationship building with stakeholders in the Senegalese MOH, donors, international organizations, bilateral entities, and academic partners. They will work closely with the MOH to design pilots, roll-out site level trainings, oversee data collection and analyses, develop national scale-up and transition plans, hold workshops, and strengthen strategic areas related to the diagnostics network, data management, and supply chain.

The desired candidate must be able to multi-task, have experience managing staff, and be able to delegate responsibilities effectively. Candidates should have experience managing relationships with high level government officials, and ideally have worked in the field of public health. Successful candidates must have a passion for results, a commitment to excellence, and a demonstrated capacity to work in high-stress environments.

The position will report to the CHAI Senegal Country Director and will coordinate with the Global Laboratory Services and Cervical Cancer teams. This position is based in Dakar, Senegal with some national and very limited international travel.

Responsibilities

Program Management

  • Develop, update, and oversee the work plan to organize CHAI Senegal’s diagnostic efforts to support the government with the implementation of their HIV, cervical cancer, and COVID-19 programs
  • Manage the program budget
  • Build and manage the CHAI Senegal diagnostics team to support the MOH
  • Proactively identify and mitigate risks related to the program
  • Other responsibilities as assigned by the CHAI Senegal Country Director and Senegal MOH

Technical Assistance

  • Provide and manage internal and external technical outputs for all diagnostic program activities and deliverables
  • Provide strategic direction and technical oversight to the HIV, cervical cancer, and COVID-19 programs in partnership with the MOH
  • Provide technical guidance to the Diagnostic Associates to design and implement effective programs in partnership with the MOH

Resource Mobilization

  • Support the MOH to develop a resource mobilization and transition strategy for the scale-up of HIV and HPV testing
  • Identify, develop, and maintain strong relationships with potential and existing donors
  • Support the development of proposals to solicit resources for the government and CHAI Senegal
  • Complete donor reporting requirements

Relationship Management

  • Serve as the CHAI focal point for engagement with the MOH for the diagnostics portfolio
  • Effectively engage and manage relationships with key MOH counterparts
  • Understand government requirements for technical assistance and coordinate CHAI’s diagnostic efforts to meet those requests
  • Represent CHAI Senegal at external meetings

Other responsibilities as neededQualifications

  • Master’s Degree or equivalent in Public Health, Business or other related field
  • 5-7 years’ work experience (at least 3 years of experience in the health sector)
  • Exceptional written and verbal communication skills in French and English
  • Demonstrated program management experience
  • Demonstrated excellent people management skills
  • Demonstrated experience providing technical assistance to governments or high-level stakeholders or clients
  • Demonstrated strong analytical, leadership, and problem-solving skills
  • Ability to communicate effectively with people of varied professional, cultural, and education backgrounds
  • Ability to work with teams across time zones and locations
  • Ability to work with humility and achieve results
  • High levels of proficiency in Microsoft Word, Excel, and PowerPoint
