What we do in South Sudan

The overall objective of the ARC South Sudan program is to assist the South Sudanese to respond and react to community needs. To achieve this objective, ARC implements a multi-sectoral program that includes Primary health care, tertiary care, Nutrition, WASH and Gender Based Violence (GBV) prevention and response activities. ARC currently works closely with the County Health Departments in large scale county wide health programming. ARCs GBV programming is expanding its outreach mechanisms and introducing innovative new initiatives. ARC has program activities in Greater Central and Eastern Equatoria, Unity, Upper Nile and Northern Bahr el Gazal.

About the Role

The role holder will be responsible for the leadership and management of all grant activities across consortium members. You will directly be responsible for overseeing and implementation of ARC’s Primary Health Care project funded by the Health Pool Fund II (HPF II), which is being implemented using a “county based service delivery model”. Overall the Program manager is responsible for providing key technical expertise, program management and supervision for the successful implementation of the HPF II project. A strong public health background with a focus on health systems strengthening and capacity building will be needed. The Program Manager will also be responsible for all other health-related projects implemented in the Counties.

The Program Manager will work closely with the County Health Department (CHD) on strengthening capacity of CHD staff and health providers, establishing clear systems and protocols to ensure essential primary health care services are of quality and meet standards and protocols as outlined in South Sudan’s Basic Package of Health Services. This position will also ensure that all aspects of finance, logistics and operational systems are established.

Your day to day responsibilities

Health Technical Management 40%

  • Manage health program implementation in the project area to reach quality/coverage targets and complete key work plan activities. Identify quality gaps and work with ARC and CHD team to define strategy to address these.
  • Supervise and/or ensure health facilities are being supervised using performance/quality improvement methodologies and the Quantified Supervision Checklist; MoH BPHS prevention, treatment guideline and protocols.
  • Coordinate and facilitate trainings for project staff and health personnel to strengthen their skills in areas of clinical service provision, staff management, and routine data collection and reporting.
  • In coordination with the Senior Health Coordinator, HPF II team and other donors, ensure relevant project field staff are trained as trainers and subsequent training rolled out.
  • Ensure that Primary Health Care (PHC), Maternal and Child Health (MCH), and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted in a timely manner to the Grants Manager, as appropriate.
  • In coordination with the Senior Health Coordinator, the Head of Programs and the health team in the project area, identify the required equipment, drugs, medical supplies, job aids and furniture needs for the health facilities.
  • Develop BCC strategy and community outreach strategy to increase demand and uptake of services.
  • Provide technical oversight in the integration of PHC, RH, and nutrition activities with other sectors such as WASH.
  • Travel frequently to health facilities for supervisory visits.
  • Work with staff to develop success stories.
  • Manage other health-related projects that may be implemented in the project area.
  • Lead other program development activities including support in assessment and program design.

Site management (finance/logistics/security) 30%

  • Ensure compliance with procurement and financial policies and control procedures.
  • Ensure that technical, administrative, financial and other recommendations agreed with the Juba-based program and support teams are implemented.
  • Monitor security, liaise and seek guidance from security officer and ensure that security policies are complied with in ARC’s field office.
  • Monitor expenditures to assure that project activities are implemented within the approved budget.
  • Plan, organize and coordinate the activities of the field site.
  • Ensure adequate supply of logistics for the various projects.
  • Ensure progress towards established indicators.
  • Review budget versus actual on a monthly basis and make adjustments to activity plans accordingly.
  • Ensure proper budget spend down of health programs.
  • Agree performance objectives/expectations with direct reports; complete performance appraisals annually, supervise direct report on a regular basis that may vary by staff and over time. If s/he supervises supervisors, ensure they do the same.
  • Participate in the recruitment and selection of qualified field national staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisor.

Capacity Development of County Health Departments 20%

  • Strengthen the capacity of the County Health Department in Human Resource, Financial, Logistics and administrative management in order to prepare the CHD for future handover.

Representation and Coordination 10%

  • At the County and State levels, represent ARC and liaise with HPF and other donors, local authorities, UN, and NGOs to promote ARC programs, facilitate successful coordination of activities, and ensure transparency in the community.
  • Develop and maintain strong working relationship and coordinate with State and County authorities, especially representatives of the County Health Department (CHD) and the State Ministry of Health (SMoH), relevant international and local agencies engaged in similar health activities in the county.
  • Work in partnership with other International and local NGOs to ensure program harmonization.
  • Advocate for quality PHC services both at facility and community level.

Other Functions

  • Perform any other related duties that may be assigned by line manager.
  • Comply with ARC Standard Operational Procedures.

The skills and experience we’re seeking

  • Degree in Public Health, MD, Nursing and/or health-related field at a minimum with clinical experience. Master’s degree is plus.

· At least 5 years of management experience in a developing country, experience in supervising staff, project activities and project cycle management with an international organization.

· Previous experience of implementing health programs.

· Strong program report writing skills as well as analytical capacities.

· Strong coordination skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members.

· Good work experience in training facilitation, mentoring and capacity development.

· Demonstrated analytical and conceptual skills to design and plan projects.

· Have experience in budget analyses and expenditure.

· Professional fluency in spoken and written English.

· Previous relevant experience in Africa – South Sudan highly valued.

· Proven ability to work cooperatively with others in a team environment.

· Good knowledge of logistics and admin/HR and donor compliance. · Good computer skills (Microsoft Office, Email, etc)

Knowledge of and experience in working with and coordinating with international and national partner organizations.
