Overview:

 DT Global is seeking a Program Manager – Social Cohesion for an anticipated 3-year USAID-funded integrated youth engagement activity in South Sudan. This position is a senior management and technical post which reports directly to the Chief of Party. The Program Manager will manage, provide technical oversight, and support the development and implementation of positive youth development programming for the anticipated USAID project. Specifically, s/he will be responsible for Objective 4: Improve conflict resolution skills and engagement needed to enable youth to peacefully pursue livelihood opportunities. S/he will be responsible for supporting consortium members across 13 counties and for managing teams across Leer, Mayendit, and Panyijar Counties (Unity State). S/he will actively coordinate with project partners and all other DT Global programs and teams in South Sudan. Together with the program’s management team, this position will be based in Juba, Central Equatoria State with 80% anticipated travel across the 13 priorities counties for USAID.

Tasks and Responsibilities:

  • Oversee and design technical activities that improve conflict resolution skills of youth to peacefully pursue livelihood opportunities.
  • Under the direction of the Deputy Chief of Party, provide management, guidance, technical oversight, and direct supervision of the project’s social cohesion team throughout the project cycle to ensure project design, start-up, implementation, and close-out are in line with DT Global’s quality principles and standards, donor guidelines, and best practices.
  • Ensure overall project and operational plans reflect operational constraints including insecurity and seasonal access. Ensure the project team uses the appropriate systems and tools.
  • Ensure effective planning, coordination and integration of efforts and reporting with consortium partner organizations and other DT Global programs to optimize the use of shared project teams, assets and facilities, and strengthen the collective impact of interventions. Ensure programming adds value to other USAID activities through coordination and collaboration.
  • Plan and oversee the implementation of the approved work plan and activities in line with Objective 4. Help ensure a cross-sectoral approach integrating partnership, gender, protection mainstreaming, Monitoring, Evaluation, and Learning (MEAL), and supply chain management and operations.
  • Recruit and train the project team and provide effective supervision to national and international staff under Objective 4. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Contribute to goal setting, supervision, training and performance management for program and operations staff shared with other DT Global programs at the field level.
  • Lead the development of program learning – identify opportunities for learning, research, and publications around positive youth development and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Oversee the identification, assessment and strengthening of partnerships relevant to conflict resolution and the appropriate application of partnership concepts, tools, and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. Coordinate the utilization of shared teams, assets, and resources with other consortium members.
  • Effectively coordinate with operations and program staff for complete and accurate reporting. Ensure all required program and operations documents are submitted in a timely and complete manner.
  • Ensure that the team understands and adheres to DT Global staff safety and security policies and plans.
  • Ensure that safeguarding, protection, and gender equity are consistently and intentionally streamlined into all program activities, including staff recruitment and training.
  • Champion DT Global commitment to safeguarding everyone from harassment, exploitation, and abuse through robust systems of prevention and response, as well as our commitment to gender equity.

Education & Minimum Qualifications:

  • Master’s Degree in International Development, International Relations, or a relevant technical area. Additional experience may substitute for some education.
  • At least 5 years of relevant field-based project management and technical experience, including positive youth development programs, market strengthening, rural livelihoods, social and behavioral change communications.
  • Experience in managing projects for rural or pastoralist youth in conflict and hard-to-reach settings.
  • Excellent oral and written English language communication skills.
  • Must be willing and able to travel up to 80% of time in remote and insecure field locations.

Preferred Qualifications:

  • Experience in project grants management, preferably for grants from multiple public donors, including USAID.
  • Demonstrated experience of successful project implementation, including management of complex, high-value, multi-activity projects, with complicated logistics and multiple partners.
  • Demonstrated ability to write high quality program briefs and reports. MEAL skills and experience highly preferred.
  • Experience engaging partners and strengthening partnerships.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

Knowledge, Skills, and Abilities:

  • Experience in managing complex, multi-partner projects preferably with an international NGO.
  • Technical experience in developing and directly implementing positive youth development; conflict resolution; gender, youth, and social inclusion; peacebuilding; and youth mentoring.
  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative and contextualized solutions. Demonstrated capacity to manage multiple tasks in parallel and optimize short seasonal implementation time frames for project locations.
  • Demonstrated capacity to build, mentor and lead diverse teams in challenging field conditions.
  • Proactive, resourceful, solutions-oriented, and results-oriented. Strong relationship management skills. Ability to relate to people at all levels internally and externally.
  • Good presentation and facilitation skills for diverse groups.
  • Demonstrated capacity to lead teams responding rapidly to evolving challenges, adapt management approaches, devise appropriate solutions, and achieve results.
  • Demonstrated capacity to live and work in remote and insecure field locations with very basic amenities and few or no other international staff and adhere a strict curfew and movement restrictions.
