Job Title: Program Manager

Reporting to: Regional Manager

Work Location: Northern Region (Eldoret)

Purpose of Position

The Program Manager will lead in the implementation of the Kenya Big Dream program whose goal is to ensure All girls are cared for and protected from Female Genital Mutilation/Cutting(FGM/C), Child marriage and other forms of violence. The candidates for this position should possess a proven track record of successfully implementing and managing girl child promotion, Gender Equality & Social Inclusion (GESI) programs within diverse socio–cultural and economic settings in Kenya. The candidate will be responsible for overall oversight of the entire program, and will be required to work with various stakeholders, including high level government and donor representative .He/She should leverage this program with ongoing long term Area Programs (AP) where Kenya Big Dream program will be hosted.

The program Manager will be an active participant in the Kenya Big Dream secretariat comprising of key actors in ending violence against women and girls.

The position Holder must be able to communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that is an example to others.

Major Responsibilities

Effective Project Design, Planning and Implementation, 35%

Serve as the official contact person and provide overall project management and strategic direction

for the project;

Oversee technical and operational functions for achieving the goal and objectives of the program

Work in close collaboration with the AP Managers, program staffs, Government line ministries in the

Counties and partners working on Ending FGM and Child Marriage in counties with high prevalence

of these issues.

Supervise all project personnel, consultants, and other personnel as assigned including on-the-job

coaching, identifying and addressing learning and training needs and opportunities.

Monitor project activities for results and maintaining frequent contact with Regional Office, National

Office and Donor representative, informing about project progress and actual or potential problems;

Review and internalize monthly activity schedules and project reports from project officers;

Manage implementation of the Performance Monitoring and Evaluation Plan.

Oversee the development of the annual implementation plan, budgets, and other donor program

deliverables; Monitor and ensure that the grant is managed and executed as per plans within time and

budgets, meeting donor, World Vision and community accountability;

Provide donor contact person with progress reports and situational analyses.

Ensure that managerial, administrative, and financial procedures comply with World Vision and donor

guidelines, policies, business processes and bring any issues of risk, liability, or fraud to the immediate

attention of the appropriate staff at HQ.

Engage with partners including GoK line Ministries (at the sub-County, County and national level),

CSO, Learning Research institutions, Private sector and any relevant authorities;

Ensure inclusion of cross cutting themes including GESI and conflict sensitivity

S/he will have overall responsibility in the areas of operations, administration, logistics, procurement,

budgeting, and financial accounting.

Coordinate budget influence initiatives of ending FGM and Child Marriage at county and national level

Building capacity of the Staff on government budgeting process

Work closely with MEAL Officer to effectively support the program to carry out all tracking and

assessments – baselines, assessments, monitoring and evaluations – in accordance with donor

requirements and WV established standards, policies and procedures;

Coordinate with the Kenya Big Dream Secretariat MEAL to ensure that appropriate controls,

monitoring and evaluation tools are in place and being utilized in a timely manner;

Ensure the program achieve the set outcomes and ensure accurate and quality Program Design

Documents (PDD) is on file;

Utilize planning guidelines for the Kenya Big Dream Program and ensure accurate and quality Annual

Operation Plan (AOP) and Detailed Implementation Plan (DIP) for the program in place and utilized.

Develop regular schedule for joint monitoring

Validate beneficiary tracking information, while utilizing online biometric information system for

effective communication with communities and partners

Generate Quality & Accurate quarterly, semi-annual and annual reports informed by MMR and in line

with donor regulations;

In consultations with Communications officer, Develop context specific electronic and appropriet

documentation on best practises and lessons learnt

In consultation with MEAL officer ,ensure effective reflection and learning forums in the counties

Representing the program GBV/FGM stakeholder meetings at National and county levels in

collaboration with the Regional manager/ County and National coordinators.

Report on resource mobilization opportunities at National and county levels

Participation in National and Regional GBV/FGM key advocacy days at National and county levels in

collaboration with the Regional manager/County and National coordinators.

Work with the departments of Children Services (NCCS), Gender and Youth (Directorate of

Gender and Anti-FGM Board) for technical direction and leveraging of resources to support GBV/

FGM interventions in the targeted counties.

In collaboration with working group members, support the development of advocacy activities to

raise awareness on Gender Based Violence including through events such as the 16 Days of Activism,

among others

Spearhead Ending Violence Against Children Campaign in the targeted counties

In collaboration with other actors, assist in developing initiatives to ensure regular and consistent

advocacy on GBV concerns.

Identification and sharing of capacity building gaps among project staff, communities and partners.

Lead the project in capacity building initiatives for staff, communities and partners to enable them

effectively advocate for and implement project interventions.

Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to

perform and achieve the desired results.

the Kenya BIG DREAM project focus area at the Ward, Sub County and County levels

Ensure that Project beneficiaries and partners are kept informed of all the Government laws and

policies in respect to the Technical aspects being implemented and any changes to government laws,

policies and budgets

Work with partners and coalitions to engage in advocacy activities with the government structures at

the Ward/County level, to address the needs of local communities and inform national level advocacy

initiatives

Ensure effective mobilisation of community groups, youth and children, empowering them to hold

their governments to accountable through utilization of advocacy approaches such as Citizen Voice

and Action (CVA) and Child Protection Advocacy (CPA)

Support community groups, youth and children to engage constructively at all levels with duty

bearers and service providers to improve access to, and quality of, essential services

Ensure representation of WV Kenya in key Child protection stakeholder forum/meetings at the

Ward, Sub-County and County levels.

Actively participate and contribute to County level technical working groups to learn, share and

inform policies/strategies relevant to Child Protection

Provide support to community led processes of monitoring public service delivery.

Knowledge, Skills and Abilities

A Bachelor’s degree in social sciences such as Social Work, Gender Studies, Development Studies,

Community Development, Sociology or their equivalent

A good understanding of International, Regional and National framework on human rights for women

and children such as Convections on the Rights of the Child, Convention for the Elimination of all

forms of Discrimination Against Women, Africa Charter on the Rights and Welfare of Children,

Prohibition of female Genital Mutilation Act, Children Act among others.

A minimum of 5 years working experience in GBV/FGM projects at community level with proven

leadership experience

Experience in working with partners including State Department of Gender affairs, Ant FGM Board,

Children Department, local organization (CBO,FBO)

Good understanding of State Department of Gender affairs, Ant FGM Board, Children Department,

Child Protection, GBV/FGM programming models, standards and guidelines, Child protection

Information Management guidelines and Systems

Proven track record as a staff and community trainer and capacity builder in Child Protection, GESI,

Prevention and Response to Child Abuse/SGBV and other harmful cultural practices.

Good understanding and working experience of Advocacy Approaches and referral systems.

Good computer skills in Ms. Office (Excel, word, PowerPoint), Skype, etc.

Excellent oral and written communications and relationship skills; Proficient in English and Kiswahili

Preferred Skills, Knowledge and Experience:

Must have ability to develop good working relationships/partnership developed with all stakeholders

(GoK, INGOs)

Experience in integration programming, mentorship and coaching

Ability to take initiatives, team player who is able to work with minimum supervision

Familiar with fragile Contexts, Previous and current development challenges and legal and regulatory

framework
