Program Overview

The United States Agency for International Development (USAID) Afya Pwani Program is currently being implemented by Pathfinder International (Prime Contractor); it will run for a period of three years, with an optional two years. The purpose of the Afya Pwani Program is to improve and increase access and utilization of quality health services in Kenya through strengthening service delivery and institutional capacity of county health systems in Lamu, Kilifi, Mombasa, Kwale and Taita Taveta counties. The Program’s key focus areas include: Increasing access and utilization of quality HIV services; Increasing access and utilization of focused maternal, neonatal and child health (MNCH)/Family Planning (FP)/Water, Sanitation and Hygiene (WASH) and Nutrition services, as well as strengthening functional County Health Systems. The Afya Pwani Program is also supporting the following cross-cutting elements: Youth, Gender, Sustainability and Coordination. As the Prime Contractor, Pathfinder International will be supporting County governments and health management teams to implement the County Health Strategic and Investment Plans and will strategically communicate, coordinate and collaborate within and across development and implementing partners, including all United States Government (USG) and non-USG partners, especially those implementing national and other service delivery mechanisms.

Position Summary

Pathfinder International Kenya is seeking to recruit a program officer who will be based in Mombasa county. The position will be anchored within the Afya Pwani program and seeks to ensure the delivery of services to adolescent’s girls and young women in the county. The incumbent will initiate and provide services in safe spaces s/he will ensure that evidence based interventions (EBI) sessions targeting adolescent girls and young women are successfully implemented as per the required standards. S/he will lead the mentors and community owned resource persons to provide the packages to the young people and ensure that the same is timely and reported as per the project’s USAID/President’s Emergency Plan for AIDS and Relief (PEPFAR) requirements.

Key Job Outcomes:

  • Management of field assistants including follow up of scheduled interventions to achieve maximum impact.
  • Providing leadership in the Program through co-ordination and supervision of program activities and staff in the Program.
  • Planning, implementing, monitoring and evaluating program activities including writing technical reports.
  • Managing activity budgets including processing relevant financial requests and accounting of resources.
  • Developing and promoting partnerships and networking with relevant stakeholders including and not limited to County government, relevant government of Kenya ministries and Non-Governmental Organizations (NGOs)
  • Facilitating capacity building activities for the program implementation team, community structures, County Health Management Team (CHMT)/Sub-County Health Management Team (SCHMT) and other stakeholders.
  • Representing the program in technical committee’s county and Sub-County level in relation to program technical areas.
  • Coordinating sensitization workshops and advocacy sessions for community leaders and other stakeholders in collaboration with partners.
  • Reviewing the routine monitoring and evaluation data of the implementing partners in priority communities.
  • Support the manager and the monitoring and evaluation teams in conducting mapping.
  • Leading the development/adoption of relevant SBC materials to support DREAMS field activities.
  • Providing leadership to program staff in documentation and dissemination of best practices and lessons learnt.
  • Providing regular follow-up and supervisory support to ensure quality of program in priority communities.
  • Any other duty as assigned the Line Manager.

 Minimally Required Job-Specific Competencies:

  • Knowledge of service delivery systems.
  • Knowledge of participatory research methods, participation action and learning;
  • Knowledge of contextual diversity of various areas of Kenya.
  • Experience of organizing lesson-learning sessions and conducting research.
  • Handling data through service deliverables;
  • Communication skills for presenting monitoring findings;
  • Implementation of PEPFAR Community Site Improvement through Monitoring (SIMS).
  • Knowledge of Pathfinder International’s area of work in Kenya;
  • Willing to perform ad hoc duties and additional hours as and when needed.

 Other Information:

  • Travel required.

 Minimally Required Education, Training and Experience:

  • At least a university degree in social science, counselling psychology or related field. A Masters’ degree will be an added advantage.
  • Working knowledge of urban non-formal environment is particularly recommended.
  • Previous experience in implementation of DREAMS interventions is highly preferred.
  • The Programme officer will have at least 3 years’ experience of working closely with government departments at the county level in implementation of health interventions.
  • The officers must demonstrate high level competence’s in working with teams to achieve results through establishment of informal networks as well as working with groups.
  • Previous experience in building capacities of volunteer workforce and beneficiaries on EBI’S is particularly recommended. Trainers in EBIS will have an added advantage.
  • They are responsible for submission of high quality reports at the program management level.
