Purpose

To provide technical leadership and visionary direction needed to promote a culture of learning and discipline in the skills and practice of Program Quality, Impact, Monitoring and Evaluation throughout WVI Sierra Leone. The role is a key player in the development of WV Sierra Leone’s capacity to focus strategically on initiatives which generate higher quality programming management leading to measurable and sustainable development. The Program Quality and Impact Manager will provide leadership in the design, monitoring and evaluation of all WVI Sierra Leone programs (Sponsorship, Grants and Private Non Sponsorship-PNS) and ensure that teams are providing technical support and guidance to the project implementation teams. The holder will ensure quality assurance and impact in programs through application of innovation and good practices, provision of monitoring tools, capacity building and management.

Program Quality and Effectiveness

  • Design a Whole-of-Office new Program Quality Framework and lead its implementation across all programmes – development to humanitarian nexus and all funding streams (Sponsorship, Grants, Private None Sponsorship, Gift in Kind-GIK).
  • Lead quality assurance of all WVI Sierra Leone programs and projects to ensure that they meet WVI Partnership programme quality and donors standards.
  • Ensure all programs and projects are aligned to WVI Partnership program quality standards and approaches.
  • Ensure that programs and projects observe fidelity to the core project models.
  • Work with the PME (Planning, Monitoring and Evaluation) and Accountability manager to strengthen PME guidance and tools to ensure implementation of quality programming standards such as Our Impact Our Story, Annual Impact Measurement framework and adoption of L1 indicators
  • Ensure that relevant program approaches including Development Programme Approach, Urban Programming Approach as systems and tools are applied in appropriate programmes and projects in WVI Sierra Leone.
  • Ensure adequate PME competencies and processes are in place in all programmes and projects.
  • Lead the implementation and effective use of the new iMPAQ system to enhance WVI Sierra Leone M&E systems and reporting.

Evidence of Impact

  • Lead the development and alignment of WVI Sierra Leone Evidence of Impact Framework and ensure that it is aligned to WVI Partnership Impact Framework.
  • Lead the roll out of Our Impact Our Story, Annual Impact Measurement, adoption and tracking of L1 indicators.
  • Work with PME and Accountability manager and the PME specialist to establish integrated monitoring system for all sponsorship, grants, PNS, GIK funded projects.
  • Ensure strong monitoring and evaluation practice across all programs and projects.
  • Ensure high quality evidence-based data is available and accessible to the Senior Leadership Team, the Extended Leadership Team and project teams for decision making and reporting.
  • Accountable for required internal and external reports submitted to the Government, Support Offices, Global Centre, Donors and Regional Office.
  • Accountable for ensuring strong information management for all program related information including compliance with Horizon and iMPAQ standards and guidelines
  • Lead the production of Annual Impact Report and Quarterly Newsletters.
  • Lead the process of production of research articles, impact stories, case studies as well as audio-visual materials.
  • Ensure the consolidation of a learning culture – based on evidenced based practices and industry standards – to enable program staff to achieve and/or surpass established targets and standards
  • Lead the roll out of innovations that accelerate realization of the strategy and contribute to the sustained wellbeing of vulnerable children.
  • Ensure that WVI Sierra Leone has submitted quality data for the Global Impact Scorecard, Going Further Scorecard, Advocacy Strategic Measures Report and the Program Quality Self Review.

Supervision and staff capacity building

  • Supervise the direct reports (Planning, Monitoring, Evaluation and Accountability Manager, Planning Monitoring and Evaluation Specialist, Risk and Compliance Manager, Gender and Peace Building Manager, Research Documentation and Learning Manager and Gift in Kind Coordinator.
  • Build high performing teams, facilitate effective cross-functional collaboration, and foster a culture of creativity and innovation.
  • Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower new generation of technical specialists within WVI Sierra Leone

Resource Development and Management

  • Ensure technical support to sector related concepts and proposals to meet PM&E and donor standards
  • Coordinate the relevant Program Quality and Impact staff to provide the Resources development and Management (RDM) Department the relevant technical support required to successfully meet or exceed established yearly resource acquisition targets
  • Provide technical support to the RDM Department during the Grant Acquisition and Management business process and ensure that targets set are in line with WVI Sierra Leone strategy.
  • Ensure that the RDM Department is supported by enabling information management systems, business analytics and data driven decision making.

Other

  • Perform any other duty as may be assigned by supervisor or designee from time to time
  • Participate and contribute in committees and task forces e.g. Ministry Strategy Committee of the Advisory Council and the Extended Leadership Team

Knowledge, Qualification and skills.

  • Masters degree in any field of Social Sciences, Programme Management, Strategic Management, Sustainable Development
  • Certification in monitoring and evaluation will be an added advantage
  • Minimum of 5 years’ experience with a thorough understanding of all areas of Strategic Management -project management cycles in a complex, international development organization especially in designing, planning, implementing, supervising and reporting on integrated development, humanitarian relief and/or advocacy projects
  • He/She must have a good understanding of management, business processes and standards
  • He/She must have conceptual understanding and demonstrated practical command for project life cycle management and evaluation principles:
  • The holder of this position must be a result orientated leader who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
  • Knowledge of WVI working systems, policies and standards will be an advantage.
  • He /she must also have solid public relations skills and be a strong team player
  • He/She must be results oriented and team a player.
  • Proficiency in written and spoken English
  • Excellent analytical skills using platforms such as SPSS, STATA, ENA SMART, NVIVO
  • Excellent research skills
  • Good interpersonal, organizational and management skills
  • Ability to maintain performance expectations in diverse cultural contexts and physical hardship conditions
  • Ability to solve complex problems and exercise independent judgement

  • Work environment: Office-based with frequent travel to the field
  • Travel: 25% Domestic/international travel is required.
