The Position

Working closely with UNFPA Program Coordinator for Moroto Decentralized Office, the SRH/HIV/GBV Programme Analyst will be under the overall leadership of Integrated Field Support lead, and will directly report to UNFPA Program Coordinator for Moroto Decentralized Office. S/He contributes to the implementation and management of quality, timely delivery of the UNFPA results under various programs delivered in the Karamoja region including the Irish Aid funded Karamoja United Nations HIV Programme (KARUNA), the SIDA Funded Joint Program on Gender/SRHR and 2gether4SRHR the Joint Program on SRH/HIV/GBV integration.

Job Purpose: UNFPA participates in delivery of various programs in the Karamoja region as part of the UN family in Uganda with particular focus on SRH/HIV/GBV socio-economic service delivery. Programs target addressing critical bottlenecks to expanded access to quality biomedical and behavioral SRH/HIV interventions at macro and micro levels, as well, to transform harmful social cultural factors and economic situations that hinder adolescents, young people and women from exercising their rights to access the services in timely manner.

You will be responsible for the effective execution and successful implementation of UNFPA programs; coordinating the various implementing partners in the region to ensure coordination and timely implementation; monitoring and evaluation of related interventions, in compliance with the national policies and program frameworks and the UNFPA Country Program in Uganda; and sharing knowledge generated from program actions.

Main Tasks and Responsibilities

You will be specifically responsible for:

  • Support program design and workplan development at UNFPA and Implementing partner levels
  • Provide technical support to UNFPA implementing partners to deliver quality service and submit timely reports guided by value for money principles
  • Reinforce synergy, cohesion and complementarity between KARUNA and other UNFPA programmes and initiatives in Karamoja region, including Joint Programme on GBV, 2gether4SRHR programme etc.
  • Facilitate coordinated approaches among UNFPA IPs and nurture strong partnerships with UN and other development partner agencies in the region to promote harmonized actions for expanded SRH/HIV/GBV service coverage and sustained impacts
  • Support planning and execution of field support missions from UNFPA country/decentralized offices as well as joint partner and donor missions to track progress on program implementation
  • Support mechanisms for program data collection, management and reporting by UNFPA IPs through established government and UNFPA management information systems to ensure timely and quality reporting.
  • Spearhead delivery of UNFPA community engagement and social transformation programs including the Live Your Dream Campaign in the Karamoja region
  • Engage in development of knowledge and information products including support to documentation and sharing of best practice in the programme implementation.

Qualifications and Experience

Education: Advanced university Degree in Public Health, Social Sciences, development studies or other related fields.

Knowledge and Experience:

  • 3 to 5 years in projects and programs development and management, including experience in results-based management and ability to focus on results and national priorities;
  • Experience working in comprehensive HIV and Sexual reproductive health programmes
  • Demonstrated capacity for management, implementation, execution and monitoring-evaluation of integrated development programs / projects;
  • Knowledge of National Health and social development systems
  • Strong field experience
  • Good interpersonal and communication skills;
  • Good command of basic computer software: Word, PowerPoint, Excel.

Languages: Fluency in English; knowledge of Karamoja region Local dialect is desirable

Ensuring every pregnancy is wanted

Few things have a greater impact on the life of a woman than the number and spacing of her children. That’s why international agreements going back decades affirm that individuals should have the right (and the means) to freely decide when (or if) to start a family and how many children to bear. Yet, in this new century, some 225 million women who want to avoid or delay childbearing still lack access to the quality services and supplies needed to manage their fertility.

Supporting maternal health

We know how to save almost all women who die giving life. The first step is to ensure they can plan their pregnancies and space their births. Skilled birth attendance at delivery, with backup emergency obstetric care and essential supplies in place, is also critical.

Perhaps the most challenging aspect of reducing maternal death and disability is finding ways to reach all women, even those in the poorest, most remote areas, or in times of natural or man-made disasters. This involves bolstering health systems. It is also critical that pregnant women are able to access all the care they need, from prenatal HIV testing to post-natal care for newborns, at the same clinic or health centre. This approach saves money and saves lives.

Helping young people fulfil their potential

Young people from age 10-24 constitute a quarter of the world’s population (2014).  Their reproductive choices will shape future demographic trends.

UNFPA advocates for the rights of young people, including the right to accurate information and services related to sexuality and reproductive health. Empowered with knowledge and skills to protect themselves and make informed decisions, they can realize their full potential and contribute to economic and social transformation.
