Mission and objectives
The United Nations Development Programme (UNDP) is the United Nations’ global development network. UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience to sustain development results.
Context
The Nature, Climate, Energy and resilience portfolio has been developed to focus on promoting climate resilient development. The programme will put emphasis on suppressing climate and disaster stresses on the economy by increasing capacity of selected communities to manage Climate change as well as natural disasters. This will be through;
- Integrating Climate Change Adaptation and Disaster Risk Reduction in government policies and legal frameworks;
- Promoting policy implementation, planning, coordination, monitoring, and evaluation
- Increasing capacities for adoption and adaptation of emerging technologies to combat climate change and disaster.
- Empowering citizens to engage more in climate change mitigation.
- The portfolio will strengthen capacities for natural resources management, climate change resilience and disaster risk reduction, whilst expanding livelihoods and creating employment opportunities through empowerment of youth, women and other vulnerable members of the population.
Task description
Under the direct supervision of the Team Leader – Nature, Climate, Energy and Resilience, the UN Volunteer will perform the tasks below;
- a) Ensures administration and implementation of programme strategies, adapts processed and procedures focusing on achievement of the following results:
- Support with protocol matters and travel arrangements (i.e. airline tickets, visas, hotels, daily subsistence allowance)
- Assist in the preparation of various materials reports; handle arrangement for printing and translation as necessary
- Provides support to the office with logistical arrangements related to training/workshops/conferences etc., through engaging with facilitators, caterers and hosts and identifying the most cost-efficient meeting venue options
- Monitors and arrange for vehicle transportation, regular vehicle maintenance and insurance
- Perform general office support and administrative functions (e.g. travel requests, contracts preparation, supporting visa applications, etc.)
- Ensure proper documentation and filing (both paper and electronic).
- b) Provides financial support to NCER programme focusing on achievement of the following results:
- Proper control of the supporting documents for payments, review of projects Financial Reports.
- Support with creation of projects in
- Quantum, creation of project award, determination of unutilized funds and donor balances, operational and financial close of a project.
- Coordinate with the project partners in the review project budgets and accountabilities.
- Recommends and makes the budget revisions ensuring that appropriate formats are used and uploaded to Quantum.
- Sets up and monitors the budgets, updates financial information on delivery and status of absorptions of funds
- Preparing requests for advance of funds and/or direct payments as well as other recurring reports as scheduled and special reports as required for budget preparations and audit.
- Responding to queries from project partners with respect to financial aspects of projects, liaise with appointed and external auditors wherever required.
- Support procurement processes including the development of ToRs, uploading of procurement requests and management of contracts.
- Support to operational and financial closure of projects, including appropriate reporting to HQ
- Advise and assist national and international project personnel and consultants on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services.
- c) Ensure compliance, accountability and transparency to funding agencies, partners, beneficiaries and project teams on financial processes, plans, targets, and frameworks; by providing periodic projections of project delivery and expenditure to project team for further decision making by project management, timeliness and professionalism in submitting and sending necessary communication to donor groups, government partners, other partners and grantees, maintaining contacts with all partners of the project and providing periodic projections of project delivery and expenditure to project team for further decision making by project management.
- d) Provides operational support to the NCER programme focusing on achievement of the following results:

- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum.
- Support with payments in Quantum, following up payment of vendors.
- Creation and with introduction of e-procurement module approval of requisitions in Quantum for projects.
- Assists in meetings, drafts minutes and correspondence as requested.
- Assists in ad-hoc Practice administrative and operational issues as requested.
- e) Ensures facilitaiton of knowledge buildingand knowledge sharing in the CO focusing on achievement of the following results
- Organization of trainings for the operations/ projects staff on programme
- Sound contributions to knowledge networks and communities of practice
- Synthesis of lessons learnt and best practices
- f) Others as assigned by supervisor

Bachelor degree or equivalent in Business Administration, Social Science or related field is required.
High school certificate in combination with six additional years of qualifying experience may be accepted in lieu of the university degree.

Skills and experience
- At least 4 years of progressively responsible administrative or programme experience is required at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.),
- High level planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet deadlines.
- Excellent organizational and technical skills.
- Good interpersonal and multi-tasking skills.
- Advanced knowledge of spread sheet and database packages, experience in handling of web-based management systems is desirable.
- Excellent organizational and technical skills.
- Experience working in NGOS, and private sector is desirable.

Living conditions and remarks
Kampala City is Uganda’s national and commercial capital bordering Lake Victoria, Africa’s largest lake. The city has adequate medical and banking facilities, and communication infrastructure. Road transport is mainly used. Availability of electricity/water via the national grid. A variety of foods available. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
