Job Location: Red Sea State, Port Sudan with frequent travel to Kordofans and West Darfur
Contract Details: This is a 12-month role with unaccompanied terms
Introduction:
Fighting between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) broke out in mid-April in Khartoum and has escalated to full-scale conflict engulfing a large part of the Sudanese territory, with a focus on Khartoum, Darfur and Kordofan. The number of refugees in neighbouring countries is already close to 2 million. In Chad alone, there are now more than 125,000 refugees, 60% of which are under 18. Many women are reporting to have experienced sexual and gender-based violence. UNHCR Chad projects that by the end of the year 250,000 Sudanese refugees will have congregated on the Chad – Sudan border.
The project:
You will be responsible for the setting up and implementing the BHA-funded grant. This is an integrated health, nutrition, food security programme which addresses food insecurity, and the livelihoods needs of the extreme poor and the most vulnerable households / individuals from IDPs, due to the effect of war. As part of the programming emphasis will be on cash-based interventions, in-kind food assistance, procurement of NFIs, to provide accessible, high-quality, responsive and sustainable health and nutrition services starting from selected health facilities supported in the targeted locations.
Your purpose:
To lead the integrated BHA grant implementation in line with approved programme objectives and targets and ensure both technical and managerial aspects of the programme are delivered as per the objectives. You also need to ensure the programme delivery follows quality implementation with adequate compliance as per Concern Worldwide, and donor guidelines.
You will be responsible for the following key deliverables:
Programme management:
- Lead the programme planning, implementation, monitoring and evaluation processes in collaboration and coordination with the relevant departments.
- Liaise with the AC Kordofan and West Darfur for assisting and setting up the programme.
- Consolidate and regularly update the overall project’s Detailed Implementation Plan (DIP) in collaboration with the sector advisors/coordinators and systems team.
- Ensure effective implementation of project activities according to the required standards and technical guidelines of both Concern and BHA to contribute to the attainment of project outcomes.
- Develop tools for planning and tracking of progress with regular updates, and ensure regular communication with the supervisors, officers, and coordinators, as per the organogram of the project.
- Ensure consistency in understanding of the project log frame, monitoring, funding and reporting requirements for the grant.
- Ensure the project management process is conflict sensitive, adaptive to the local situation and employs the do-no-harm principles and practices during the course of the project lifetime.
- Ensure cross cutting issues such as gender equality and protection are addressed throughout programme implementation.
- Coordinate the market analysis with the Cash & Market coordinator in the programme based on proper assessment of market actors in the project areas for cash-based programming and other prospective donor funding component.
- Responsible for monthly and quarterly project reporting, including progress on indicators and objectives reported internally and by local partners and for ensuring consolidation of Sudan reporting team and donor’s requirements.
- Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance.
- Lead the implementation of the work plans and ensure project responds to changing conditions and operating environments
Representation, Advocacy & Research:
- Represent Concern at external coordination meetings, working with other actors to ensure maximum impact of the programme. This will involve influencing and negotiating with line ministries and other agencies/ actors, including sharing experiences with agencies.
- Represent Concern at conferences, working groups, and meetings and maintain positive relationships with implementing partners, local authorities, and the various office teams.
- Seek out and build relationships with other agencies working in FSL, Health & Nutrition and planning integration and use this linkage in advancing coherent integration design between agencies and the MoH and ensure that such lesson sharing and learning is documented within the overall project to document the integration process.
- Oversee research, document internally, share experiences and lessons learned of integration in a timely manner, disseminating within Concern Worldwide and external audiences as appropriate.
- Work proactively with HQ advisors to collect and disseminate lessons learnt and contribute to Concern’s global strategy.
- Represent Concern for external actors at the state and locality levels, including UN agencies, state and locality government officials, I/NGO, private actors, at state level.
- Actively participate in NGO, INGO, and UN Cluster meetings in the designated area, as and when required. Ensure participation of sector technical staff in the sub-clusters and relevant platforms in promoting synergies and avoiding duplication.
Monitoring, accountability and learning:
- In collaboration with the Sudan MEAL Manager and MEAL Team and the HQ MEAL, support the roll out of robust M&E mechanisms, project monitoring tools and efficient systems to ensure high quality implementation.
- In collaboration with the MEAL Manager, oversee the production of capitalization report including lessons learnt and recommendations for future capacity development based in project experience in line with the global learning and advocacy strategy for the programme
- Coordinate with local partners to ensure the M&E system of all partners is consistent and will measure achievement against indicators of the project log-frame.
- In collaboration with the MEAL Manager, ensure monitoring data is regularly collected, analysed and reported.
- Ensure appropriate reporting tools are in place, if not already in place to ensure reporting formats are understood and used by staff and partners and provide the information required for high quality donor reporting purposes. Provide regular feedback on reports.
- In collaboration with the MEAL Manager, plan and implement needs assesments prior to the deployment of emergency response; and any other technical assessment to be implemented in the programme.
- Contribute to proposal writing and concept notes for new projects and grants including for e.g BHA, SHF, ECHO etc. as may be requested by the Programme Quality Director.
Budget Management and Control
- Orient project staff about grant budget and develop a budget management plan for BHA programme.
- Manage the progress of activities and ensure budgets are appropriately monitored and spent in the programme (as per donor and Concern guidelines).
Logistics and Procurement Management:
- Prepare an annual procurement plan for inputs and services required for the project implementation and conduct a monthly update on the procurement process and ensure corrected actions provided in case needed in coordination with the Logistics Team in the field and Khartoum
- Participate and control procurement processes as per DoA (Delegation of Authority) of Concern Worldwide and procurement policy in cooperation with the Logistics Team.
Programme Support/Systems
- Develop funding proposals for continued running programme activities and carry out donor reporting of the grant and regular reports for the Programme Director, as required.
- Manage staff according to Concern’s Performance Management systems. This will include supporting the team to set objectives, regular one to ones and performance appraisals and ensure that Concern’s values are reflected in the team’s personal objectives and team members are aware of and respect Concern Programme Participant Protection Policy
- Promote good teamwork and a positive working environment within the Programme and between other Concern Sudan Programmes.
- Ensure that any staff changes are in line with Concern HR policy and the national labour law – in this proactively seek out support and advice from the Concern HR and Systems team.
Others:
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
- Undertake other related duties as may reasonably be assigned by the Country/Programme Director-Implementation
