Context:
Sudan is at the centre of migration routes from the Horn of Africa and West Africa towards North Africa and onwards to Europe and the Middle East. In line with IOM’s mandate, IOM Sudan works to uphold the human dignity and well-being of migrants and to advance the understanding of migration issues in the region. In 2015, IOM Sudan established a Migrant Resource and Response Centre (MRRC) in Khartoum, the first centre of its kind in Sudan. Relying on a community engagement approach, the MRRC acts as a hub for information and services to vulnerable migrants provided directly at the MRRC, through referrals to partner agencies, and through outreach to vulnerable migrants who do not have access to the MRRC. In 2018 IOM Sudan also plans to open a Migrant Resource Centre (MRC) in Gedaref State in the east of Sudan. IOM Sudan is also in the process of expanding its activities in the strategic area of Labour migration.
Under the overall supervision of the Chief of Mission in IOM Sudan, the direct supervision of the Head of the Migration Management and Development Unit, and in close coordination with colleagues from IOM Sudan and the IOM Regional Office in Cairo, the successful candidate will be responsible for overseeing the result areas of Migrant Protection and Assistance and for further strengthening IOM Sudan engagement around Labour Migration.
Core Functions / Responsibilities:
- Lead the implementation through sound monitoring and reporting of project/s components under the Migration Management and Development Unit focusing on the Khartoum MRRC and migrant assistance.
- Oversee the work of national and international experts working on migrant protection and assistance as well as community outreach and awareness raising targeting vulnerable migrants in Sudan through the MRRCs including outreach to migrants in detention and in community safe houses, medical assistance, psychosocial assistance, cash-based support and income generating activities.
- Lead the planning and implementation of the regional US State Department funded project focusing on protection of migrants along the North African migration routes.
- Oversee the planning and implementation of activities aiming at the expansion of Migrant Protection and Assistance activities to other states in Sudan.
- Oversee the planning and implementation of Assisted Voluntary Return and Reintegration activities, including returns to and from Sudan under bilaterally funded projects and the EU Trust Fund projects.
- Oversee the development of planning, resource mobilisation and project implementation in the area of Labour Migration including through close liaison with and support to the Sudanese Ministry of Labour and Administrative Reforms.
- Identify and promote partnerships between the MRRC and relevant Government entities, other UN agencies and civil society partners, for expanded collaboration and to strengthen the referral networks and pathways of the MRRC.
- Identify, and disseminate best practices and lessons learned in migrant protection and assistance and labour migration.
- Represent IOM in relevant meetings with donors, United Nations (UN) and non-governmental organizations (NGOs).
- Undertake international and national duty travel and field visits as required.
- Perform such other duties as maybe assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Development, Management, Political or Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in in project coordination, including in the areas of direct assistance to vulnerable migrants and community engagement.
• Experience with working as part of and managing of a multi-cultural team;
• Demonstrated experience working with institutions, multi-donor agencies, developmental partners and non-state actors.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.
