Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
Context:
Madagascar became a member of IOM in 2001, and IOM has a presence in Madagascar since 2014. Main activities in country to date have evolved and related to the preparation of National Migration Profile, direct assistance to vulnerable migrants, as well as provision of technical support and advisory to the Government of Madagascar (GoM) in the fields of Counter-Trafficking; Labour Migration governance; Migration, Environment and Climate Change; Diaspora engagement; Immigration and Border Management; Community Stabilization/DTM; and Migration and Health.
For the implementation of its Peacebuilding Fund (PBF) programme, which includes the « Répondre aux menaces à la paix et a à la cohésion sociale liées aux migrations non maitrisées par l’appui à l’autonomisation et à la promotion des femmes à Madagascar (REAP project) » implemented by IOM (lead agency) and UNDP, and the « Renforcement des Mécanismes Institutionnels Inclusifs pour la Consolidation de la Paix dans le Sud (RMIICPS project) » implemented by UNDP, IOM, and UNFPA ; IOM is recruiting a Programme Coordinator (PBF).
Under the direct supervision of the Chief of Mission, the successful candidate will be tasked to coordinate and spearhead the daily implementation of all activities under the PBF programme led by IOM in Madagascar.
Core Functions / Responsibilities:
- Provide overall coordination and oversee the implementation of IOM Madagascar PBF’s REAP and RMIICPS projects through effective and timely activities conceptualisation and design, planning, implementation, and evaluation.
- Monitor the progresses against PBF programme objectives, projects deliverables, and projects benchmarks, and prepare narrative and financial reports in accordance with donor’s requirements.
- Have a day-to-day oversight in the monitoring of projects budgets, expenditures, ensuring donor requirements are met.
- Ensure the timely recruitment of contractors, consultants and/or implementing partners required for the implementation of the projects, in accordance with IOM’s procedures and regulations.
- Strengthen coordination and collaboration with other participating United Nations (UN) agencies, institutional stakeholders, implementing partners, and beneficiaries.
- Support engagement with external partners, including Government, UN, NGOs, CSOs, and other PBF implementation-related providers and partners.
- Identify constraints and obstacles to the implementation of projects assigned, propose solutions and/or consult the Chief of Mission in a timely manner.
- Contribute to resource mobilization through the drafting of concept notes and proposals, and by supporting the collection and production of communication and visibility materials from ongoing projects.
- Undertake duty travels within Madagascar related to projects activities as required.
- Supervise staff assigned to the projects.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, International Relations/Development, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in developing and maintaining strong working relationships with governmental authorities, other national / international institutions and Non-Governmental Organization (NGOs);
• Experience in project coordination and management;
• Experience with peacebuilding and community stabilization work areas is a distinct advantage;
• Experience in liaising with governmental and diplomatic authorities, as well as with national and international institutions;
• Experience developing and overseeing collaborative, inter-agency approaches to complex issues.
Skills
• Ability to communicate and collaborate effectively with the government officials of appropriate level on matters related to peacebuilding, resilience, transition or stabilization activities, issues and the work of IOM;
• Effective resources management skills including HR and financial management skills and ability to lead the Unit;
• Excellent organization skills, analytical and creative thinking;
• Advanced writing and communication skills.
Languages
IOM’s official languages are English, French and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
