Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of the Programme Support Unit (PSU) and in coordination with relevant project managers, the Programme Development and Reporting Officer will be responsible for contributing to the development of new projects in IOM Niger Country Office (CO), as well as supporting the monitoring, evaluation, learning, and external communication activities with key partners, including key donors. This includes supporting results-based project development and reporting processes, drafting information materials for communication and presentation purposes related to Niger CO’s programme priorities.

In close coordination with Niger CO’s units, the Programme Development and Reporting Officer will contribute to the CO’s efforts on advocacy, communication work with/to relevant authorities, donors, United Nations’ agencies, non-governmental organizations and other stakeholders.

Core Functions / Responsibilities:

  1. Provide inputs for the development of new programmes/projects that respond to emerging trends and priorities, in close coordination with relevant Program Managers, PSU Head /CoM/Regional Office and external partners, in compliance with donor interests and requirements, and IOM procedures and guidance documents.
  2. Edit, review and proofread programme documents and related documents, including complex or politically sensitive material, to facilitate accuracy, clarity, consistency and conformity with established IOM editorial standards and practice.
  3. Assist in the overall integration of Monitoring Evaluation Accountability and Learning(MEAL) outputs in existing and new projects in partnership with the MEAL Unit and Program Managers; and support the development of M&E data collection and quality assurance tools for projects or programs.
  4. Support and analyse data on programme implementation and indicators and co-ordinate with Programme Managers, CoM/Head of PSU for the drafting of regular progress reports to be submitted to donors, partners and IOM Regional and Headquarters.
  5. Support fundraising actions by maintaining regular contact with donor relations counterparts, including organising and attending meetings and field site visits, contributing to the development, review and distribution of project funding submissions/proposals and appeals, and compiling information on donor policies and priorities.
  6. In coordination with the Project Managers provide technical support to IOM’s project management information system (PRIMA-for-all) needs related to project reporting.
  7. Assist in coordinating the compilation of reports and papers on IOM strategic approaches and priorities for internal and external distribution; and research, draft, and present documents necessary for project development, reporting and donor liaison purposes.
  8. Support the direct supervisor where needed to provide information and inputs to the CoM/Head PSU, and to liaise with relevant authorities, United Nations agencies, non-governmental organizations (NGOs), Government and other stakeholders.
  9. Keep accurate and pertinent records of all correspondence, project development and reporting files and administration information including maintaining the Project Tracking Matrix, SharePoint, and PRIMA files.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Development, International Relations, Migration Studies, Political Science, Social Science, Communication or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in report writing, editing, proofreading, project development and/or project management with a preferred focus on humanitarian assistance and/or development;
  • Experience in communications, donor liaison and/or advocacy work preferably in the field of humanitarian assistance and/or development; and,
  • Experience working with UN agencies and/or NGOs is preferable.

Skills

  • Knowledge of the Sahel region is an advantage;
  • Proven written and oral communication skills; and,
  • Demonstrated knowledge of computer/software literate, including Microsoft PowerPoint.

Languages

IOM’s official languages are English, French, and Spanish.
