Established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN’s five regional commissions, ECA’s mandate is to promote the economic and social development of its member States, foster regional integration, and promote international cooperation for Africa’s development. Made up of 54 member States and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions in addressing the Continent’s development challenges. The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function. Context

The Technology, Innovation, Connectivity, and Infrastructure Development Division (TICID) of the Economic Commission for Africa (ECA) is a division with two Sections: Connectivity and Infrastructure Section and Emerging and Frontier Technologies, Innovation and Digital Transformation Section. The Division uses resources from various sources to implement its activities including the Regular Budget, Development Accounts, and the Regional Programme for Technical Cooperation (RPTC). The Division is therefore engaged in considerable programming activities involving the development of projects, budgeting, monitoring and evaluation as well as reporting. It therefore requires the services of a Programme Management Officer.

Task description

Within the delegated authority and under the supervision of Director of the assigned office or his/her designated mandated representative(s), the UNV Programme Management Officer will:

  • Act as the programme/project focal point of the Office
  • Develops, implements and evaluates programmes/projects.
  • Monitors and analyzes programme/project development and implementation at all stages, including the analysis of implementation difficulties and initiating remedial action.
  • Provides periodic progress reports on the programmes/projects’ implementation, including fund utilization.
  • Review, prepare and provide inputs to relevant documents and reports related to programmes/projects.
  • Identifies resource needs and participate in the development of resource mobilization strategy.
  • Liaise with relevant offices of the Commission; identifies and tracks follow-up actions.
  • Leads and participates in planning accountability missions and provides guidance to consultants, government officials and draft mission summaries and reports.
  • Coordinate activities related to budget and funding (programme/project preparation and submissions, contracts such as Letter of Agreements, Memorandum of Understanding, reports &financial statements) and prepares related documents/reports (pledging, work programme, programme budget, progress reports).
  • Provide substantive/technical support to the Office
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Organizes & prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. epbnwQP BTn6yA
  • Provide logistical and other types of support in the running of the meetings/workshops/conferences etc. of the Office.
  • Any other related tasks as may be required or assigned by the supervisor.

Work implies frequent interaction with the following: Establish and maintain relationships with various ECA offices as well as counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies, Representatives and officials in national governments, international organizations, consultants

Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia. The population is estimated at about 4 million or so. Addis Ababa located in the Ethiopian highlands at an altitude of 2,500-2,700 meters. The climate is sunny and temperate, but it can be very cold at night, with freezing temperature at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union (ex-OAU). Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies/diplomatic missions. Housing is most of the time readily available and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture and clothing, mostly imported from the Middle/Far East, South Africa and Europe, or local brands, can be found, although they can be expensive. Meat, fish, fresh fruits and vegetables are cheap and abundantly available.

The basic infrastructures – roads, utilities, and telecommunications – are below standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care. There are lots of tourist attractions to visit around the country, although the amenities are often poor to average. Several restaurants around the city serve local or international cuisine and there are numerous social and cultural events throughout the year organized by the international and local communities. Sports facilities (fitness, tennis, swimming, riding, golf, etc.) exist in the major hotels or in different establishments around the city. There are no major or special security concerns within Addis Ababa city limits.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
