Job Title – Programme Manager Emergency- BHA

Location – Centre-East Region, Burkina Faso

About the position:

This is a 12-month position with unaccompanied conditions based in Koupela, Centre-East region, Burkina Faso, with a salary of Grade 3 €41,108 – €45,676 We would like you to start as soon as possible.

You will report to the Area Coordinator in Koupela and manage a team consisting of an Economic Recovery Programme Manager and an Emergency Programme Manager; and supervise the field team (6 people). You will supervise operations at Concern’s base in Koupela, working closely with the Area Coordinator, the Base Manager, the financial, administrative and logistics teams and the coordination team based in Ouagadougou.

Job context :

The project Addressing Food Insecurity and supporting vulnerable conflict-affected populations in and out of formal and informal displacement settings through coordination and delivery of essential, life-saving services in the Nord, Est, Centre-Est, and Boucle du Mouhoun Regions of Burkina Faso funded by USAID/BHA is implemented by Concern Worldwide and ACTED in Burkina Faso. This 12-month project, which began on 1er July 2024, is being implemented by Concern in the Centre-Est and Boucle de Mouhoun regions.

Your role: You will manage and coordinate the implementation, monitoring and evaluation of the various components of the BHA project.

You will be responsible for:

Programming and programme management

  • Overseeing the implementation of the BHA project components, ensuring that deadlines are met and delivery is in line with the activity plan and logical results framework.
  • Ensure that the programme adheres to Concern’s technical approaches, best practice and all internal policies and procedures.
  • Provide proactive leadership and management to add value to existing programming, promote best practice and contribute to continuous learning.
  • With the support of the area coordinator, the finance and operations team (logistics, HR, IT), to ensure effective and efficient implementation and management of activities, in line with the project proposal and donor requirements.
  • To ensure the quality of the programme throughout its implementation and monitoring, in accordance with Concern’s programme quality guidelines.
  • Ensure that cross-cutting themes such as safeguarding, equality, gender and protection are integrated into the programme and that they comply with fundamental humanitarian standards (CHS).
  • To develop and revise the programme’s operational plans in good time (timetable, procurement plan, monitoring and evaluation plan, etc.), based on the plan submitted to the donor, the conditions for implementation on the ground and in line with best practice.
  • Help with knowledge management and the archiving of financial, logistical and programme documents.
  • Identify areas where improvements can be made to increase impact, by identifying and incorporating lessons learned into programme design.
  • Actively contribute to the application of Concern’s Feedback and Complaints Mechanism (FCRM) for accountability to programme participants and community participation.

Personnel management :

  • Ensure team members are aware of Concern’s key policies and procedures relevant to their work and safeguarding policies, anti-fraud policy, security management, accountability, etc. Contribute to the implementation of these policies.
  • Helping to provide or coordinate the training needed to carry out high-quality activities.
  • Agreeing clear performance objectives for all direct reports, and ensuring that all team members have appropriate objectives, and that performance appraisals are carried out in a timely manner.
  • Build the capacity of team members assigned to the project.
  • Take active steps to address equality issues, particularly with regard to gender, in the programme as well as in operational activities (e.g. HR).

Financial management :

  • To manage the emergency programme budget, including regular monitoring of expenditure, in accordance with Concern’s financial procedures and guidelines.
  • Examining financial reports and informing the finance department of irregularities and discrepancies.
  • Developing internal budget reviews with the support of the finance team and according to schedule, while building the capacity of programme managers to improve their budget management skills.
  • To develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timetable.
  • Assume overall responsibility for the budget for emergency programmes under this grant.

Monitoring and evaluation :

  • To manage the programme in accordance with the logical framework and the monitoring and evaluation plan;
  • Ensure that the team is aware of and understands M&E requirements and methodologies and understands their roles and responsibilities within the M&E system;
  • Ensure that information on programme activities and beneficiaries is captured, stored and analysed in a timely manner in accordance with the established M&E plan;
  • Ensure that communities have access to feedback/complaint mechanisms, that data is monitored and that responses are provided in a timely manner;
  • Ensure that quality programme reports are produced and submitted to the Grant Manager/Programme Director in a timely manner, in accordance with pre-defined deadlines;
  • Capture the main lessons learned from the electronic monetary assistance activities in the programme.

Networking and representation :

  • Liaise with other technical programmes to ensure that Concern’s work is both integrated and complementary.
  • Develop and maintain good working relationships with government authorities, international agencies, the Rapid Response Operational Coordination Group (GCORR), NGOs, humanitarian clusters and other stakeholders working in the region.

Safety :

  • Ensure that all programme staff strictly adhere to the Safety Management Plan (SMP) and SOPs;
  • Ensure that staff communicate safety incidents and concerns in a timely manner;
  • Provide timely security information/updates/alerts to the Area Coordinator or Country Security Focal Point (Director of Operations).

Other :

  • Contribute to the organisation’s accountability initiatives, in particular by overseeing the deployment of Concern’s CHS (Core Humanitarian Standards) commitments.
  • Adhere fully to the commitments and rules of Concern’s safeguarding policies (Code of Conduct and related policies), including respect for confidentiality and the duty to report.
  • Carry out any other relevant tasks assigned by the Area Coordinator or Programme Director.

Your skills and experience will include

Education, qualifications and experience required:

  • Relevant degree (project management, WASH, community development, or related discipline).
  • At least three years’ work in emergency contexts for an international NGO with experience of programme management;
  • Experience of managing and implementing humanitarian assistance or rapid response programmes or projects
  • Proven skills in report writing, needs analysis and documentation.
  • Good understanding of monitoring and evaluation processes and tools.
  • Excellent communication skills in French, both written and spoken.
  • Proven planning and time management skills.
  • A good team player, flexible and able to work with a multinational team.
  • Excellent IT skills, including Microsoft Word, PowerPoint and Excel.

Desirable :

  • Recent professional experience in Burkina Faso or in a similar context;
  • Experience in developing proposals ;
  • Working knowledge of English, particularly written English
  • Experience of working in unsafe environments.

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
