In anticipation of potential new programme funding, SPARK is opening a call for a entrepreneurs support programming, with a focus on scaling existing SMEs, and (more limited in scope) support to start-ups.

The Programme Manager can be based in SPARK’s Somaliland office in either Hargeisa or a new office in Mogadishu. Frequent travel throughout the region is required. This vacancy is subject to approval of a new programme in 2019.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

  • Responsible for the overall management, reporting and implementation of the programme in collaboration with local partners, in-house experts, external experts and advisors;
  • A key role in logistic, financial and administrative management of the programme implemented by SPARK and its local partners;
  • Supervise financial and administrative management of the programme, among timely submission of reports to institutional donors according their and SPARKs requirements;
  • Providing technical advice and support to staff and partner organisations;
  • Represent SPARK in lobbying, advocacy activities on entrepreneurship for youth;
  • Networking with relevant donors, government institutions and other stakeholders.
  • Work closely with and manage the partner organisations on the start-up of the programme and implementation of the activities
  • Other tasks as required

Requirements and Skills

  • A minimum 5 years of relevant working experience in the non-profit sector, dealing with private sector development programming, managing large, multiyear complex projects with budgets exceeding 5 million EUR
  • Large network in the private sector in Somalia
  • Ability to develop relationships with government and other relevant stakeholders
  • Thorough knowledge of the political and economic situation in Somalia
  • Proven organisational and programme implementation skills and the ability to work independently
  • Accurate, structured and precise
  • Excellent networking skills
  • Ability to adjust flexibly to rapidly changing situations
  • Fluent in English, strong writing and reporting skills
  • Arabic & Somali language a strong asset
  • Ability to travel
  • Good communication and social skills, flexibility and the ability to work in a multicultural setting

SPARK Offers

  • Full-time contract for 12 months (2 months’ probation period), with the possibility for extension.

  • A gross monthly salary based on professional experience and based on a fulltime appointment of 40 hours.
