Programme Officer (Digital Economic Empowerment)

We are recruiting a Programme Officer (Digital Economic Empowerment) on a 2-year fixed-term contract to support delivery of an inclusive digital skills and livelihoods programme in Accra, Ghana. This role will help strengthen employment and entrepreneurship outcomes for young women and men with disabilities by improving access to in-demand IT skills, employability competencies and practical digital enterprise capabilities.

Key duties include:

  • Coordinate implementation with project and implementing partners, including IT academy operations and training delivery.
  • Track workplans, timelines, deliverables and budgets; support quality assurance and donor compliance.
  • Support participant mobilisation and progression, ensuring appropriate assistance to complete training.
  • Engage government, private sector, OPDs, CSOs and other ecosystem actors to strengthen inclusive digital employment pathways.
  • Collect and verify programme data (e.g., participants trained, jobs created, businesses supported, digital adoption indicators) and contribute to donor/internal reporting.
  • Support monitoring visits, documentation of learning, and development of case studies and success stories.
  • Provide financial and administrative support (purchase requests, budget tracking/forecasting, partner reporting and compliance follow-up).
  • Identify and escalate delivery risks; uphold safeguarding, data protection and do-no-harm principles.

Candidate profile:

  • Bachelor’s degree in a relevant field (economics, development studies, information systems, business administration, public policy, or similar) or equivalent work experience.
  • Demonstrated capability delivering programmes/projects (digital economy, digital skills, entrepreneurship, financial inclusion, youth employment, or related), evidenced through responsibilities and outcomes described on your CV/ application.
  • Experience working with donor-funded and/or multi-partner projects, including responsibility for planning, budgeting and reporting inputs.
  • Strong understanding of disability inclusion and gender equality; experience with disability-inclusive programming and/or assistive technologies is an advantage.
  • Ability to build collaborative partnerships across government, private sector, NGOs/OPDs and training providers.
  • Strong organisational skills, analytical capability and clear written/verbal communication.
  • Proficiency in MS Office (especially Excel) and comfort working with programme databases and digital tools.
