Job Overview
CBM Global is a leading double mandate organization in disability-inclusive development and disaster risk management, committed to improve the quality of life of persons with disabilities in the poorest communities of the world. CBM Global engages in inclusive disaster and risk management programming at operational and international advocacy levels. We aim to provide people-centered, timely, appropriate, and effective inclusive humanitarian, recovery and preparedness/mitigation action to at-risk poorest and most marginalized men, women, and children affected by disasters. CBM Global is working in partnership with organizations of persons with disabilities and other national and local mainstreaming organizations, based on the principles stated in the UN Convention on the Rights of Persons with Disabilities (CRPD), Charter on Inclusion of Persons with Disabilities in Humanitarian Action, and Sendai Framework for Disaster Risk Reduction, and in close coordination with sectoral coordination mechanism at global, regional, national and local levels.
The Programme Officer is a key position within Madagascar country Office inclusive DRM unit, ensuring timely and quality of delivery linked to the area of work, reaching the most marginalized and vulnerable groups mainly people with disabilities, following the CBM Global politics, strategies and priorities.
Based: Ambovombe, Madagascar (with eventual deployment in another Regions
depending on humanitarian context and crisis)
Hours: Full-time, 40 hours
Salary range: The salary offered will be competitive, dependent on skills and experience, as well as country of location. We offer a local contract
Responsibilities and Duties
- Oversee DRR and humanitarian actions supported by CBM Global in Madagascar and implemented by partners, with a view to a coherent, inclusive and quality disaster risk reduction and humanitarian response in Madagascar.
- Ensure inclusive monitoring, evaluation, accountability and learning (MEAL) of CBM Global-supported humanitarian response and DRR initiatives in Madagascar.
- Monitor actively risks and humanitarian situation at the country level and provide relevant situational report on the context and needs of the affected population including persons with disabilities.
- In the event of a new emergency, actively contribute to gathering reliable information to verify the nature and extent of the emergency closely with local partners and in collaboration with the government and other humanitarian actors, following the CBM Global Country Office emergency standard operating model.
- Advise CBM Global instances (at the country and global level) on appropriate CBM Global and partner priorities and interventions, in accordance with the country’s Humanitarian Strategy, and provide a rapid recommendation on the envisaged response.
- Participate developing Country Office portfolio through provision of support on project designing.
- Contribute to the oversight, monitoring and quality of the implementation of the inclusive emergency and DRR projects, including timely disbursement of program funds and maintenance of up-to-date records of program funds, in collaboration with the CBM Global Country Office Finance team.
- Represent CBM Global in relevant humanitarian and DRR coordination meetings as requested by the Program Manager and CBM Global Country Director.
- Ensure that people with disabilities are consulted, informed and involved in humanitarian responses and DRR initiatives by contributing to the strengthening of networks and alliances around disability inclusion in crisis-affected areas, in collaboration with local partners and organizations of people with disabilities.
- Provide capacity building support to project implementing partners.
- Ensure quality and timely programmatic reporting on CBM Global’s humanitarian and DRR interventions in the country.
- Ensure regular communication of humanitarian and DRR projects key achievement in collaboration with communication team.
- Proactively identify and address potential challenges and/or risks by working closely with partners and all relevant stakeholders.
Preparedness
- Actively contribute in ensuring adequate preparedness measures are taken through the development, updating and implementation of the Country Humanitarian Strategy and Preparedness Plan.
- Contributes to identify implementing partners for inclusive humanitarian assistance and DRR initiatives delivery nationwide and ensures that CBM Global has pre- positioned partners in high-risk and target geographic areas.
- Supports readiness of partners to respond based on their sectors of intervention, and in line with the niche areas of CBM Global, the country humanitarian strategies, common agreed approaches, programme standards, tools and processes.
- Support update and contextualization of inclusive humanitarian and DRM tools as needed.
Capacity Development and Knowledge Management
- Identifies the capacity development needs of partners including organizations of persons with disabilities in inclusive humanitarian action/DRR and facilitates the required training and capacity strengthening to address the identified gaps.
- Contribute to partner assessments and operationalize a monitoring mechanism to regularly measure results from partner capacity building initiatives.
- Ensure partner awareness and ownership of relevant humanitarian key standards and tools (e.g. Core Humanitarian Standard on Quality and Accountability (CHS), Humanitarian Inclusion Standards for Older People and People with Disabilities (HIS), IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, etc.) through regular capacity strengthening and refresher sessions provided.
- Participate actively in collective learning or community of practice within CBM Global (national and global level) through structured documentation of approaches, good practices and lessons learned.
Networking in Inclusive Humanitarian and DRR areas
- Participates in relevant humanitarian coordination (local and national levels) to build partnership and promote inclusion of persons with disabilities in humanitarian assistance and DRR initiatives.

Person Specification
All of the following requirements are essential, unless marked with a * when they are desirable.

Experience
- University degree in disaster risk management, social sciences, agronomy, or relevant related field.
- Minimum of (4) years of proven professional experience in emergency preparedness, humanitarian response and disaster risk reduction initiatives (climate and non-climate related risks)
- At least five (4) years of experience in partnership management, capacity strengthening and program delivery through national partners.
- Proven experience of working with variety of stakeholders including government, UN, INGOs, donors etc.
- Familiarity and practical experience with humanitarian MEAL frameworks.
- Strong knowledge and experience of practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the Protection Principles, and the Core Humanitarian Standard).
- Project proposal development skills appreciated
- Experience in strategic oversight, coaching and capacity building.
- Familiar with the local humanitarian context and related emerging trends.
- Understanding of disability inclusion and related legal frameworks and standards, especially disability inclusive humanitarian action.*
- Experience in mainstreaming gender, age and disability in humanitarian programme cycle.*
- Technical expertise and experience in health, basic needs assistance, protection and humanitarian advocacy.*
