The Programme Officer (PO) – Inclusive Eye Health will be responsible for project coordination and implementation of Inclusive Eye Health projects/ programmes in Nigeria. S/he will work in close collaboration with local partners who are implementing IEH projects/ programmes in Nigeria. S/he will work with the Programme Coordinator IEH to support the development and smooth implementation of all IEH projects/ programmes, as well as other IEH activities in Nigeria

Programme Management and Planning

  • In collaboration with the Programme Coordinator IEH, support all CBM Inclusive eye health projects/ programmes by providing effective management and coordination to them to ensure the delivery of set targets.
  • Coordinate all IEH partner-related activities by working with different implementing partners to ensure adherence to project plans, work plans and budgets for the achievement of planned project/ programme outputs.
  • Review project/ programme objectives to ensure that they are in line with donor strategy.
  • Support partner teams to identify and develop innovative approaches for the delivery of inclusive eye health programming in Nigeria.
  • Coordinate the preparation of activity-related reports as well as quarterly and annual reports to CBM/ donors as may be required.
  • Support the Programme Coordinator IEH in the development of full project proposals and plans, project budgets, situation analyses and feasibility studies, ensuring their technical quality.
  • Support the Programme Coordinator IEH in the development of comprehensive IEH projects and programmes, including IEH Concept Notes development, ensuring their technical quality.
  • Provide support and input to all new inclusive eye health projects and programmes that are developed in Nigeria, ensuring that project design is in line with good practice and CBM technical guidelines.
  • Assist the Programme Coordinator IEH in identifying suitable partners in the inclusive eye health field and actively participating in partner assessments and follow-up actions.
  • Collaborate with the Programme Coordinator IEH, in ensuring project/ programme goals and objectives in the area of IEH are achieved.
  • Contribute to the alignment of CBM Nigeria’s Strategic plan to national priorities and to CBM’s IEH Initiative Strategic plan.
  • Organize planning workshops with Eye health stakeholders for planning deliverables/ milestones attainment.

    Programme Monitoring and Evaluation

  • Support the Programme Coordinator IEH in monitoring programme implementation in Nigeria.
  • Provide monitoring support to the partners in data collection, analysis and interpretation.
  • Conduct periodic project/ programme site visits and follow up on recommendations and corrective measures.
  • Provide support to implementing partners during targeted outreach activities and monitoring visits to project sites.
  • Support in reviewing the evidence provided by partners from the delivery of activities and ensure proper reporting systems and records are kept in place.
  • Working in collaboration with the Nigeria Country office’s M&E officer, support the Programme Coordinator IEH in utilizing a Monitoring, Evaluation and Learning (MEL) strategy and M&E methodologies for facilitating the attainment of project/programme goals.
  • Ensure the integration/use of lessons learnt from projects/ programmes.
  • Ensure timely submission of project briefs, and quarterly and annual narrative reports as required.
  • Be responsible for updating information for the IEH projects/ programmes in CBM’s Project Management Information System (ProMIS).

Main work package about implementing Eye Health partners.

  • Provide support to partners in ensuring a good understanding of CBM’s IEH standards.
  • Follow up on the recommendations of project visit action plans and partner assessment action plans.
  • Provide support to the Programme Coordinator in planning capacity building for partners to ensure quality.
  • Ensure sharing of lessons learnt and promote best practices with CBM and partner organizations.
  • Support CBM’s IEH partners to produce quality reports and review them before submission to CBM offices and the government.
  • Follow up on timely statistics submission from IEH partners in Nigeria.
  • Support the Programme Coordinator IEH to compile six-monthly Cataract Surgical Outcome reports from IEH partners and submit them to the Regional IEH Advisor for review and feedback.

    Requirements

  • Relevant academic degree in Public Health, Project management, Sciences, or related disciplines (a post-graduate degree will be an advantage).
  • At least 5 years experience in programme/project management, ideally in the INGO sector.
  • Technical knowledge of Eye health in Nigeria.
  • Understanding of Disability Inclusive Development.
  • Experience in working with partner groups will be an added advantage.
  • Understanding of the health system in Nigeria.
  • Experience in monitoring, evaluation and research.
  • Have a good understanding of project cycle and advocacy initiatives.

CBM (previously Christian Blind Mission) is an international Christian development organisation, committed to improving the quality of life of people with disabilities in the poorest communities of the world. It is considered one of the world's oldest and largest organisations working in this field.[citation needed] CBM was founded in 1908 by the German pastor Ernst Jakob Christoffel, who built homes for blind children, orphans, physically disabled, and deaf persons in Turkey and Iran. Initially CBM's efforts were focused on preventing and curing blindness but now cover other causes of disability.

CBM targets the people affected by disability by supporting local partner organisations to run programmes in the fields of healthcare, rehabilitation (community-based rehabilitation - CBR), education and livelihood opportunities. CBM also advocates for disability inclusion following UN guidelines in international policy-making bodies, and campaigns and raises funds through its member associations. CBM has an emergency response team to respond to conflicts and natural disasters.

CBM reached more than 31 million people in 2012. It supports more than 700 partner-projects in 70 countries and works with various partner organisations, including disabled people's organisations, mission agencies, local churches, self-help groups and relief agencies. It has (as of 2012) 11 member associations in Europe, North America and Oceania.
