About the job

The Programme Officer is part of the Rwanda team, based at the Kvinna till Kvinna office in Rwanda. You play a significant part in the development, delivery and follow-up of Kvinna till Kvinna’s programme in Rwanda. Critically, you are responsible for developing, monitoring and following-up on Kvinna till Kvinna’s partnerships with women’s rights organisations and women’s rights actors in Rwanda.

You will report to the Country Director for Rwanda and will work in cooperation and coordination with the Rwanda team, Partner Organisations and stakeholders throughout the country and staff at the Kvinna till Kvinna Head Office in Sweden. As a Programme Officer you are responsible for carrying out your work in accordance with the Kvinna till Kvinna’s mandate, policies, working methods, operational plan and budget. You have the mandate to take decisions, in coordination with the Country Director, within the framework of the approved operational plan and budget.

Specific areas of responsibility

Support to Partner Organisations

  • The PO is the primary point of contact for a group of partner organisations under their portfolio. This includes developing and maintaining good relationships and communication with the Partner Organisation.
  • Identifying and assessing potential new partners to work with Kvinna till Kvinna, in consultation with the Country Director and other relevant staff at the Rwanda office.
  • Administrate and provide partner organisations with timely guidance and feedback on applications, contracts, budgets and reports.
  • Provide technical support and guidance to partner organisations through regular visits to partner organisations, monitoring and documenting partner organisations’ programmatic results and the quality of their programmatic work, as well as organisational capacity and development.
  • Assist the Country Director in reporting to donors and Kvinna till Kvinna head office, the key achievements from the partner organisations within their portfolio.
  • Support partner organisations to seek funding and take initiatives for capacity building & networking.

Leading Kvinna till Kvinna Programme Activities

  • Design, coordinate, plan and facilitate capacity development and networking events in Rwanda, and the region, relevant to Kvinna till Kvinna Rwanda’s thematic areas and cross-cutting priorities.
  • We are seeking a Programme Officer with knowledge and demonstrable experience in national and international advocacy – specifically on instruments such as Maputo Protocol, CEDAW and UPR.
  • We are also open to candidates with knowledge and demonstrable expertise in other areas including CSO organisational development & strengthening, GBV, SRHR, women’s political participation, and women’s economic rights.
  • The PO will advise the Rwanda office in relation to technical quality, standards and best practices related to our thematic areas, depending on Programme Officer’s thematic expertise.
  • The Programme Officer shall contribute to, or lead, in the development and roll out of research initiatives led by Kvinna till Kvinna Rwanda.

Representation

  • When delegated by the Country Director, the Programme Officer will represent Kvinna till Kvinna at official meetings and functions, for example with the Swedish Embassy, Sida, international organisations and other donors.
  • The Programme Officer will represent Kvinna till Kvinna Rwanda on global technical working groups for Kvinna till Kvinna, to be determined in discussion with Country Director.
  • The Programme Officer may be expected to be the focal point for a Government ministry or institution and will be expected to keep up to date with coordination by that ministry/institution and to maintain close contact and relationships with key focal points.

Kvinna till Kvinna Rwanda Office Operations

  • The PO is expected to provide regular updates on political and other developments and actively participate in the Rwanda team’s country and thematic analyses.
  • The PO shall prepare input to proposals and reports to donors in coordination with the Country Director and Grant Manager.

About you

To be qualified for this position you need to have at least:

  • Minimum seven years of relevant experience (i.e. carrying out project/programme based work related to the thematic areas of Kvinna till Kvinna and/or in gender equality and human rights in general)
  • University degree in social sciences or relevant field
  • Demonstrated knowledge, understanding and commitment to women’s rights and gender equality
  • Demonstrated experience, and commitment to, working with and supporting women-lead and focused civil society in Rwanda, including in organisational development for civil society organisations
  • Demonstrable technical knowledge and experience in one or more of the following areas (to be highlighted in cover letter):
    – Advocacy (specifically instruments such as Maputo Protocol, CEDAW and UPR)
    – Gender-based violence prevention and response
    – Sexual and reproductive health rights
    – Women’s decision making, participation and leadership
    – Women’s economic justice
  • Experience planning, coordinating and facilitating trainings in thematic areas noted above
  • Demonstrated experience with women’s rights advocacy and activism
  • Excellent project management skills and ability to lead and coordinate teams of people to deliver an activity
  • Ability to analyse reports and budgets using Microsoft office suite, including Word, Excel, and PowerPoint
  • Effective communication skills in team environment
  • Must be willing and able to travel domestically overnight and occasional international travel.
  • Fluent in English and Kinyarwanda.
