About the role:

This is a 12 month, new role with unaccompanied terms based in Kalemie, with frequent trips to other locations in Tanganyika and North Kivu. It has a salary of Grade 4 (€45,457 – €50,509).

You will report to the Programme Director and will lead the Programme Quality Team with line management of the M&E Coordinator, FCRM Coordinator and the Information Officer. You will work closely with the Programme Development Coordinator, Area Coordinators, in-country Technical Advisers, Programme Managers and Coordinators, Head Office Technical (including M&E) Advisers and Desk Officer.

Concern in DRC:

Concern Worldwide started working in DRC in 1994. Since that time, we have grown into one of the leading humanitarian organisations operating in DRC with programmes ranging from emergency interventions to longer-term development programming. This role presents an exciting opportunity to support the development of Concern’s existing and new programmes for DRC by ensuring that they are implemented to the highest quality.

In DRC, Concern implements programmes in two provinces: North Kivu and Tanganyika. With funding from BHA, FCDO, ECHO, Irish Aid, Fonds Humanitaire and BMZ, programmes cover a broad range of sectors including Water Sanitation and Hygiene (WASH), Livelihoods, Cash, Shelter, Gender and Protection.

Your purpose:

You will ensure high quality programme design and implementation through the continued critical review of M&E systems, ensuring learning is incorporated into ongoing programmes as well as the design of new ones. You will also ensure cross cutting issues including gender and protection, are systematically addressed. You will take a lead on developing information management systems including dashboards to assist in accurate programme monitoring and efficient, responsive programme design. You will be the focal point within the team for all accountability issues, both internally and as part of our programme activities. You will work closely with the Programme Development Coordinator to ensure that logframe design and FCRM are of high quality and that programme design takes into account ongoing quality and demonstrated learnings.

In this role you will:

Programme Quality:

  • Coordinate processes to ensure programme quality is addressed throughout the programme cycle
  • Identify and strengthen systems for monitoring and evaluation and learning
  • Monitor programme activities to ensure they are in line with organization’s internal systems and procedures and adhere to the Core Humanitarian Standard’s commitments on accountability
  • Oversee the implementation of a robust feedback and complaints response mechanism (FCRM) and ensure that any feedback or complaints from stakeholders are handled in an appropriate and systematic way
  • Promote a culture of shared learning across all programme locations and with colleagues in the region including organising quarterly programme meetings
  • Actively participate in programme review and close-out meetings to ensure that questions pertaining to quality are adequately captured and addressed

Monitoring, Evaluation, Accountability and Learning:

  • Oversee the integrated and results based M&E system that provides appropriate measure of programme progress against agreed objectives.
  • Support the M&E team in coordinating and strengthening programme-level M&E activities, including implementation of baseline, midline and endline surveys.
  • Support the M&E team in the implementation of technical surveys working (e.g. SMART, KAP) with the relevant programme teams to ensure that data collection techniques are robust, that staff and agents involved have a good understanding of their roles, that the data entry processes are timely and accurate, and that the data analysis is timely and meaningful.
  • Support the FCRM team in coordinating and strengthening programme-level FCRM activities, including defining the FCRM strategy for each programme, ensuring Mechanisms are in place, ensuring centralisation of complaint data collection.
  • Support the implementation (roll-out) of the FCRM new categorization
  • Develop a knowledge management system to capture lessons learned and disseminate these within Concern DRC and more widely
  • Lead on strategic and tool development for the department (indicator comparison tracking table, SOP including targeting, training modules, dashboards)
  • Ensure all aspects of the programme activities adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner.
  • Working closely with the Programme Development Coordinator, ensure research outcomes are clearly documented and inform future programming
  • Facilitate support visits from technical advisors and ensure dissemination of learning
  • Lead on the management of external evaluations as required by the Programme Director
  • Working closely with the Programme Development Coordinator, ensure learnings are included in all new proposal designs and ensure logframe, M&E and FCRM aspects of proposal development are coherent and of high quality.

Programme Management:

  • Participate in preparing complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures to ensure that all M&E, FCRM, mainstreaming and programme quality initiatives are fully and accurately costed and included in budgets
  • Ensure that programme managers understand and adhere to donor regulations pertaining to Monitoring, Evaluation, Accountability and Learning
  • Contribute in development of new programme proposals through analysed data

Information Management:

  • Oversee the Information Management (IM) function for Concern DRC
  • Oversee the development of technological solutions to data management problems or opportunities
  • Keep track of the monitoring, information management and assessment needs of all programmes, ensuring data is comprehensive and relevant
  • Liaise and coordinate with staff involved in the implementation of projects, including supporting Concern’s partner organisations to strengthen their information management capacity
  • Provide support to all departments and field teams on data management and collection as required
  • Provide required information on activities and progress for preparation of progress and other reports
  • Ensure that monthly dashboards are produced for all programmes
  • Work closely with Programme Director, Programme Development Coordinator, Programme and Area Coordinators to develop a broad understanding of Information Management opportunities in Concern DRC

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E)
  • Work with relevant colleagues to ensure that the Feedbacks Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed
  • Work with relevant colleagues to ensure that information about CHS, FCRM, safeguarding and required staff behaviour is disseminated among programme participants and communities

Capacity Building:

  • Provide needs-based training for Concern staff and partners on PCMS and PM&E tools that will enable the teams to implement the PM&E plan effectively. Expose staff to a range of PM&E methodologies for the collection of both qualitative and quantitative data
  • Build the capacity of the staff in development and use of log frames for planning and monitoring of progress
  • Ensure that knowledge of approaches filters down to front line staff and partners

People Management:

  • Manage the M&E Coordinator and FCRM Coordinator, contributing to their capacity building and career development through thorough inductions and technical support and on-the-job training and coaching
  • Ensure direct reports have accurate job descriptions and that they fully understand their roles and what is expected of them by setting SMART objectives
  • Ensure direct reports are aware of and comply with all of Concern’s policies and procedures.
  • Monitor and review performance of direct reports and hold them accountable for meeting their success criteria, giving corrective feedback where required and taking decisive action in the case of poor performance
  • Ensure direct reports meet the requirements above for each of their team members.
  • Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  • Work to instill a sense of responsibility, accountability and pride in programme excellence within the team

Other:

  • Actively participate in collective exercises such as the implementation of the Country Strategic Plan and other Concern initiatives.
  • Take measures to address equality, inclusion, diversity and protection issues within monitoring and evaluation systems and approaches
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle
  • Comply with all of Concern’s policies and procedures (P4, Safe Guarding, finance, logistics, HR, security management etc.).
  • Undertake other related duties as may reasonably be assigned by the line manager
  • In coordination with the Programme Development Coordinator, deputise for the Programme Director as and when necessary
  • External Represtation of Concern in national and where appropriate technical working groups, cluster meetings and technical fora, and with INGOs and donors where appropriate.
  • Actively participate in any emergency response if called upon to do so (within the existing programe area or in a new one)

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
