Background Information

The Position: The Programme Specialist Gender and Human Rights analyses the girl/women status as well as the social and policy related environment in-country. She/he is proactive in preparing reports, updates and information on progress and achievements of these components of UNFPA supported programme, in line with results-based management. He/she ensures coherence with agreed national and international planning framework, including UNFPA Strategic Plan, the agreed United Nations Development Assistance Framework, the National Development Plan, the Joint Assistance Strategy and related sectoral strategies.

The SNPO-Gender establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral agencies and civil society organizations to address emerging issues and to facilitate programme delivery.

He/she must effectively influence counterparts and work with networks, including civil society, to advance the ICPD agenda, through partnerships and national capacity strengthening, as well as other approaches such as the south-south co-operation. He/she actively contributes to policy dialogue and in line with Paris Declaration on aid effectiveness, provides supports to related sectoral planning and review processes.

Job Purpose: The Programme Specialist, Gender provides strategic technical, policy and programmatic leadership in the area of Gender, Human Rights Gender Based Violence (GBV) and Harmful Practices to UNFPA’s interventions within the country. S/he is part of UNFPA country office senior staff and plays a leadership role in coordinating and managing gender equality and related thematic interventions of the UNFPA-supported programme including gender mainstreaming; gender budgeting; gender-based violence; women empowerment; and empowerment and protection of the adolescent girl. She/he ensures effective integration of gender interventions with SRHR, HIV and humanitarian response programmes. S/He is to remain abreast of the organization’s policies and programme strategies, as well as current thinking, innovation and academic advance in the substantive area in order to provide the required technical support.

S/he analyses country’s context as well as specific sub-national level trends, and contributes to strategic action in response to these, while ensuring that Gender and Human Rights issues are adequately addressed within national, sectoral and sub-national development frameworks and programmes, in relation to the achievement of UNFPA Strategic Plan 2018 to 2021, SDGs and the ICPD Plan of Action. S/He maintains primary responsibility for the provision of technical assistance, advocacy, policy and programme support to the government, Civil Society Organisations (CSOs)s, development partners, international and national organizations and the UN system in Uganda in the substantive areas of Gender, Human Rights, GBV and harmful practices.

Main Tasks and Responsibilities

The major roles of the Programme Specialist, Gender and Human Rights are:

  • Programme development and management

In all activities, s/he works within an inter-disciplinary team providing integrated policy, programme and technical support to the Country Office, partner organizations and within the UN systems in Uganda. S/he also liaises with the inter-disciplinary team, different programme thematic focus areas and units of the Country Office, other UNFPA Country Offices, regional office and HQ in ensuring the timeliness, adequacy, relevance and quality of technical support to UNFPA interventions.

  • Programme Development and Management:
  • Coordinate and support the coherent and effective implementation of gender, human rights, GBV and harmful practices (child marriage and female genital mutilation) thematic focus component of UNFPA aligned to global strategic plan and national development frameworks.
  • Provides substantive leadership and inputs into the design and formulation of gender equality; girl/women empowerment including school enrolment and retention for the girl child; and prevention of teenage pregnancy and child marriage programmes and projects. He/she translates UNFPA’s mandate and strategic priorities into national and local interventions, and responds to Government plans and priorities. Ensures consultation with national and local governments and other stakeholders, including beneficiaries, during programmes and projects formulation. Introduces into the formulation of interventions, the results from programme reviews and evaluations; best practices; as well as innovative strategies, approaches and policies.
  • Provide programmatic coordination, policy guidance and related tasks to strengthen integration/ mainstreaming of gender equality, reproductive rights, and ending gender-based violence and harmful practices issues into national development frameworks and multi-sectoral development plans, budgets and reporting.
  • Provide technical and management support to both UNFPA staff and Implementing Partners (IPs) for implementation the Country Programme and UN Joint Programmes (UN Joint Programme on GBV with Integrated SRHR, JP FGM, JP End Child Marriage, JP support to Ministry of Defense and Veteran Affairs (MODVA) and UN-EU Spotlight Initiative. The management support includes supervision and technical support in the development and implementation of country programme document and annual work plans; monitoring and evaluation.
  • Undertake studies, assessment, analysis and regular monitoring of the gender environment and reproductive rights, GBV and harmful practices, (FGM and child marriage inclusive) situations, trends, patterns, emerging issues, etc. and advise on possible interventions to address them.
  • Creates and documents knowledge by developing, monitoring and evaluating programmes that promote gender equality and sexual reproductive health and rights and address GBV and harmful practices including FGM and Child Marriage, in order to deepen the knowledge base among relevant partners. S/he documents lessons learned; best/promising practices; and replicable strategies and approaches, and actively shares and applies this knowledge to improve programming.
  1. B) Partnerships and Resource Mobilization:
  • Contributes to the resource mobilization efforts towards realization of gender equality and SRHR and addressing GBV and harmful practices by analyzing information on potential donors; preparing substantive issues briefs, concept papers and proposals in line with donor priorities; and creating feedback mechanisms and providing information on progress of donor funded initiatives. Identifies opportunities for cost-sharing, leveraging and collaboration with civil society, government and other partners as well as through joint UN joint programmes and joint programming.
  • S/he advises on building strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions.
  • Provide substantive representation of UNFPA in related coordination and technical consultation fora, including serving as the co-chair of UN Development Assistance Framework (UNDAF) Organizational Results Group
  • 4 GBV and Violence against Children (VAC) and National GBV Working Group; UNFPA representation on ORG
  • 2, Focal Point Person for PSE, Inter-Donor Development Partners Group on SRHR, Gender Development Partners Group and different National Sector Technical Working Groups
  • Lead and coordinate a UN JP GBV with Integrated SRHR and JP FGM, and coordinate UNFPA’s implementation and accountability for JP End Child Marriage, JP support to MODVA and UN-EU Spotlight Initiative.
  • Work in close partnerships with the programme team at the Country Office including Integrated Field Support and Integrated SRHR teams to ensure gender, human rights and GBV are mainstreamed across ensuring the humanitarian-development nexus programming in the country programme
  • Build and nurture strong productive relationship with development partners and harness such opportunities to mobilise and leverage resources for interventions on gender equality, sexual reproductive health and rights, GBV, FGM and child marriage.
  • Coordinate with UNFPA regional office and HQ as and when needed for information sharing and channeling technical support to gender equality, human rights, GBV, FGM and child marriage related programming and technical issues in Uganda.
  1. C) Advocacy:
  • Creates substantive knowledge of gender and other issues in the country that affect the wellbeing of girls/women such as school enrolment and retentions, teenage pregnancy and child marriage. S/he assesses technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
  • Addresses policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of gender and other issues that promote the wellbeing of the girls/women within policies, national plans and strategies, UN system initiatives and development frameworks in national and development partners’ coordination mechanisms in line with new aid environment.
  • Analyzes gender issues and the factors that influence empowerment of girls/women, teenage pregnancy and child marriage in the country to provide substantive inputs to institutional responses and advocacy strategies taking into account political and social sensitivities. S/he harness opportunities to advocate and advance UNFPA’s policy agenda by participating in public information events.
  • Provide technical support to the development of relevant advocacy and policy documents to address gender equality, reproductive rights, GBV and child marriage in broader development issues with key ministries and institutions, and humanitarian partners.
  • Promote awareness of national laws and policies that inform action to address gender equality, reproductive rights, GBV and child marriage issues
  • Advocate with government and development partners to allocate resources in support of interventions that promote gender equality, reproductive rights, and end GBV and child marriage.
  • Prepare technical publications, briefing documents and communications materials for evidence-based policy dialogue and knowledge dissemination.
  1. D) Capacity Development:
  • Coaches and supervises national professional and support staff; responsible for staff performance and advises on development needs;
  • Undertakes capacity building, provide technical support, mentorship, guidance and supervision among UNFPA staff and first-line counterparts including key ministries departments and agencies (MDAs) and CSOs, contributing to development of their technical capacities on issue of gender mainstreaming, reproductive rights, GBV, FGM and child marriage based on identified needs.
  • Identify requirements for, and contribute to the development/review of policies, frameworks, strategies, standards, guidance/guidelines and tools for partners on issues of gender equality, reproductive rights, GBV and child marriage and ensure that all partners are aware of the relevant policies and standards and other resource materials.

Qualifications and Experience

Education: Advanced university degree in gender studies and/or other related social science field.

Knowledge and Experience:

  • 5 to 8 years’ professional experience preferably in programme/project management in the public or private sector, including international development assistance and relevant experience on gender, human rights and culturally sensitive programming
  • Broad experience in GBV programming and coordination or interventions on child marriage, including in managing large multi-sectoral projects, in designing and appraising proposals and actively liaising with relevant and potential project partners including civil society, government and donors;
  • Demonstrated experience in advocacy, negotiations and/or policy dialogue, essential;
  • Prior training in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings;
  • Initiative; strong conceptual abilities; sound judgment; strong networking ability and relationship management;
  • Languages: Fluency in oral and written English.
  • Computer skills: Proficiency in current office software applications

Languages: Fluency in English; knowledge of Karamoja region Local dialect is desirable

Ensuring every pregnancy is wanted

Few things have a greater impact on the life of a woman than the number and spacing of her children. That’s why international agreements going back decades affirm that individuals should have the right (and the means) to freely decide when (or if) to start a family and how many children to bear. Yet, in this new century, some 225 million women who want to avoid or delay childbearing still lack access to the quality services and supplies needed to manage their fertility.

Supporting maternal health

We know how to save almost all women who die giving life. The first step is to ensure they can plan their pregnancies and space their births. Skilled birth attendance at delivery, with backup emergency obstetric care and essential supplies in place, is also critical.

Perhaps the most challenging aspect of reducing maternal death and disability is finding ways to reach all women, even those in the poorest, most remote areas, or in times of natural or man-made disasters. This involves bolstering health systems. It is also critical that pregnant women are able to access all the care they need, from prenatal HIV testing to post-natal care for newborns, at the same clinic or health centre. This approach saves money and saves lives.

Helping young people fulfil their potential

Young people from age 10-24 constitute a quarter of the world’s population (2014).  Their reproductive choices will shape future demographic trends.

UNFPA advocates for the rights of young people, including the right to accurate information and services related to sexuality and reproductive health.   • Undertakes capacity building, provide technical support, mentorship, guidance and supervision among UNFPA staff and first-line counterparts including key ministries departments and agencies (MDAs) and CSOs, contributing to development of their technical capacities on issue of gender mainstreaming, reproductive rights, GBV, FGM and child marriage based on identified needs.
  • Identify requirements for, and contribute to the development/review of policies, frameworks, strategies, standards, guidance/guidelines and tools for partners on issues of gender equality, reproductive rights, GBV and child marriage and ensure that all partners are aware of the relevant policies and standards and other resource materials.

  • Effective coordination of UNFPA programme delivery within the country
  • Gender equality, women, adolescent girls most at risk populations including person with disabilities' SRHR issues mainstreamed into programmes and their SRHR situations improved in Uganda
  • Zero GBV and harmful practices in Uganda

Qualifications and Experience

Education: Advanced university degree in gender studies and/or other related social science field.

Knowledge and Experience:

  • 5 to 8 years' professional experience preferably in programme/project management in the public or private sector, including international development assistance and relevant experience on gender, human rights and culturally sensitive programming
  • Broad experience in GBV programming and coordination or interventions on child marriage, including in managing large multi-sectoral projects, in designing and appraising proposals and actively liaising with relevant and potential project partners including civil society, government and donors;
  • Demonstrated experience in advocacy, negotiations and/or policy dialogue, essential;
  • Prior training in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings;
  • Initiative; strong conceptual abilities; sound judgment; strong networking ability and relationship management;
  • Languages: Fluency in oral and written English.
  • Computer skills: Proficiency in current office software applications

Languages: Fluency in English; knowledge of Karamoja region Local dialect is desirable
