Job Description

Context
Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations Units in various IOM Country Offices, coordinated under the Division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters (HQ), are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization’s programmes.
Under the overall supervision the Counter Trafficking Project Officer, and the direct supervision of the National Programme Officer, the candidate will support the implementation of the Counter Human Trafficking project funded by the EU Regional Development and Protection Programme (RDPP) for North Africa – Phase VI. In addition, the candidate will contribute to the implementation of other activities and thus support the operations of the wider Protection portfolio.
Responsibilities
- Assist in the implementation and monitoring of project activities.
- Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
- Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;
- Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
- Provides guidance/training to new/junior staff.
- Perform other related duties as assigned.
Qualifications
Education
- University degree from an accredited academic institution preferably in Political or Social Science, Communication or Business Administration with three years of professional experience preferably with a government agency, International Organization or NGO in managing implementation of project activities; or
- Secondary School Education with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in organizing events, such as training, workshops, awareness raising campaigns, etc. and producing relevant documentation.
- Experience is interpreting at public events and translating documents from/to English.
- Sound knowledge of financial and administrative management.
- Sound knowledge of counter human trafficking matters is an advantage.
- Highly developed written and verbal communication skills.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Highly developed written and verbal communication skills,
- High skills in using MS Office package
Languages
Fluency in English and Arabic is required (oral and written)
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
