Organizational Context and Scope

Under the overall supervision of Programme Coordinator and the direct supervision of the Shelter-NFI /WASH Officer at IOM Burundi, the incumbent will support the implementation of shelter and infrastructure activities, including disaster risk reduction (DRR) measures, in areas affected by disasters, displacement, returns, and reintegration. The incumbent will support technical assessments, site planning, construction monitoring, and coordination with local authorities and communities.

Responsibilities

  1. Support the implementation of shelter solutions across the emergency, transitional, semi-durable, and long-term spectrum, adapted to local contexts and beneficiary needs, and carried out under the guidance of the NFI/Shelter Officer.
  2. Assist in the implementation of construction and rehabilitation of household, communal latrines and public infrastructures, in accordance with water, sanitation and hygiene (WASH), disaster risk reduction (DRR) standards and gender-sensitive design, in coordination with relevant technical colleagues.
  3. Contribute to field technical assessments by collecting data, taking measurements, drafting preliminary scopes of work, schedules, cost estimates, and site planning to support infrastructure, shelter and sanitation interventions.
  4. Prepare draft technical drawings and Bill of Quantities (BoQs) for shelters and community infrastructures (e.g., schools, drainage systems, culverts, water points, access roads, etc.), using AutoCAD and other software, under the supervision of the NFI/Shelter Officer; submit all drafts for Officer review and clearance.
  5. Support the identification and evaluation of vendors and service providers through technical assessments, market analysis, and quality benchmarks to support effective and transparent implementation of shelter, infrastructure, and WASH activities, under the guidance of the Officer.
  6. Carry out regular on-site and remote monitoring of the construction, assembly and dismantling of shelter, WASH and infrastructure activities by carrying out regular site visits and preparing draft monitoring notes (photos, checklists, field observations) for Officer review and consolidation into formal reports.
  7. Support the integration of DRR measures into shelter, WASH and infrastructure construction and rehabilitation programming, including hazard-resistant construction techniques and site selection, aligned with IOM disaster risk evaluations and guidance from technical colleagues.
  8. Assisting in organizing and conducting community-level awareness and training sessions on hygiene promotion, safe sanitation practices, and DRR, ensuring inclusive participation of women, youth, and local leaders, under the guidance of the Officer.
  9. Promote community engagement and ownership by providing practical guidance to beneficiaries on the latrine use and maintenance, safe shelter practices, basic hazard preparedness, while also supporting the establishment of simple, transparent community-led systems to ensure long-term sustainability and reduced vulnerabilities, as directed by the Officer.
  10. Perform other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Engineering or Architecture or related field from an accredited academic institution with three years of relevant professional experience or.
  • School diploma with five years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Transitional, semi-durable, and long-term shelters, as well as household communal latrine construction and public infrastructure rehabiliation.
  • Experience in supporting infrastructure works, such as site assessments, BoQ preparation, technical drawings, and supervision of public facilities like schools, drainage systems, and water points
  • Experience in facilitating community sensitization and capacity building, particularly on hygiene promotion, DRR awareness and practices, and community-led maintenance of shelter and infrastructure assets
  • Experience in supporting procurement processes, including technical assessments, vendor evaluations, and quality control of construction materials and services
  • Proficiency in AutoCAD, MS Office, and basic GIS or mapping tools
  • Experience in applying DRR measures, including hazard-resistant construction techniques and safe site planning in humanitarian or return contexts will be considered an asset.

Skills

  • Proficiency in AutoCAD, MS Office, and basic GIS or mapping tools
