Context:

As part of a new and expanding mission team, IOM Chad is recruiting a proactive and highly independent Project Coordinator to oversee various projects ranging from climate change induced displacement, durable solutions, border management, diaspora engagement, peacebuilding and cash for work interventions; the is project being supervised and managed by a dedicated project manager.

Under the direct supervision of the Chief of Mission and in coordination with the Regional Office in Dakar, the successful candidate’s role will be one of general supervision and continuous staff development to build national capacities as much as ensuring high quality project management according to IOM and donor rules and regulations. The total volume of received funding for the projects currently implemented is 3,9 million USD for a period of 18 months (December 2019).

Core Functions / Responsibilities:

  1. Provide overall coordination support to the various programmes implemented currently and in the future related to the following fields of intervention: peacebuilding, climate change, border management, cash for work programming, diaspora engagement.
  2. Liaise with donors, government and other stakeholders on ongoing IOM programmes in close coordination with the Chief of Mission.
  3. Ensure adherence to workplans, regular monitoring of activities, timely reporting according to donor specifications. Support Project Managers in the review and editing process of all reporting.
  4. Backstop and provide managerial supervision and advice to the project managers as required to ensure timely and high-quality results delivery.
  5. Proactively train and guide the project managers, all of whom are national staff, newly engaged with IOM in adherence to IOM administrational processes and procurement procedures.
  6. Ensure coherent, precise and continuous public information through issuing if regular press notes, representation of projects on social media etc.
  7. Ensure close linking with the regional thematic specialists on arising challenges as identified in a pro-active and timely manner.
  8. Contribute to mission reporting efforts.
  9. Closely monitor the social environment in which IOM is operating to ensure pro-active, timely and transparent project adjustments as required.
  10. Contribute to accountability to communities through regular monitoring exercises and establishment of feedback mechanisms.
  11. Represent IOM in joint programming and coordination fora, such as the Project Management Team of the UN, the UN communication group and the peacebuilding working teams.
  12. Promote and support project development according to the needs and situation analysis ran throughout the country in accordance to IOM project development standards in coordination with the CoM.
  13. Ensure timely and coherent project planning, including logistics or recruitment processes.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Progressively responsible experience in managing complex projects;

• Experience in challenging hard-ship posts;

• Experience in mentoring and staff development;

• Significant experience in application of IOM rules and procedures, especially concerning administration and procurement;

• Experience with project development and donor liaison;

• Experience with joint funding mechanisms, such as peacebuilding fund/ UNDAF etc.;

• Technical experience with any of the following: cash for work methodologies, peacebuilding programming, border management, diaspora engagement.

Languages

Fluency in English and French is required.
