Background:

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. Democracy Reporting International promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.

A new project, pending approval of a donor, is scheduled to begin in January 2019. The project will build on DRI’s engagement in the democratic governance reforms in Tunisia thus far and will address issues of access to justice, reforms of the justice sector, other legal reforms, constitutional justice and support to developing independent oversight bodies. In the course of the implementation of the project, DRI will engage with a wide range of partners and target groups including courts, judiciary, lawyers, selected independent oversight bodies, parliament, CSOs and journalists.

DRI is currently recruiting a full-time “Project Director – Rule of law” for its country office in Tunisia. The Project Director will work under the administrative supervision of the Tunisia Office Director and programmatic direct supervision of the DRI North Africa Regional Representative and will have overall responsibility for implementation of the project.

Duties and responsibilities:

  • Implementation of the project and in compliance with the contract and the requirements of the grant giver, ensuring that project products and activities are responsive to project goals and delivered in an effective, timely and cost-effective manner, using standardised programme management tools including, work breakdown structures, project logic, logframes etc.
  • Tracking reforms/political developments and suggesting relevant modifications to project activities, if appropriate.
  • Drafting, reviewing or contributing to reports, briefing papers and other knowledge resources of the projects, including overseeing the drafting activities (including internal reports and public publications) by the project team and local/international experts to ensure the accuracy of publications and reporting.
  • Developing a visibility and outreach strategy for the project and ensuring strict compliance with the visibility requirements of the grant giver.
  • Ensuring the regular up-dating of the DRI website relative to the project in accordance with the DRI visibility and communication standards, in consultation with DRI HQ.
  • Ensuring a continuous and effective MEL (Monitoring, Evaluation and Learning) process and application of gender mainstreaming throughout the project management cycle.
  • Providing a day-to-day management and leadership (including staff development and mentoring) to the project staff.
  • Overseeing the recruitment and work undertaken of project consultants as well as evaluating their performance.
  • Ensuring, in cooperation with the Office Director, that procurement under the project is carried out in accordance with the requirements of the grant giver and DRI standard practices and is in line with international best practice.
  • Providing reports to the North Africa Regional Director and the Tunisia Office Director on matters of day-to-day management and contributing to internal regular and spot reporting.
  • Preparing draft narrative reports to the grant giver as required by the contract (interim reports and final report).
  • Representing the project in coordination with the North Africa Regional Director, including coordination with domestic and international organisations and other actors to ensure complementary program activities, identification of needs and opportunities.
  • Other relevant duties, as required.

Qualifications required:

  • University degree in a relevant field;
  • Seven years of progressively responsible international programme experience (including five years of management experience), in the field of governance, democratic transition, rule of law or similar issues while working with an international organisation, NGO and/or donor agency;
  • Proven experience in managing staff and entire projects;
  • Proven relevant experience in at least one of the following areas: good governance, rule of law, reforms of the justice sector, democratisation;
  • Previous experience of working on governance issues in Tunisia would be an asset;
  • Excellent spoken and written English and French; Arabic language would be an asset;
  • Excellent interpersonal, managerial and communication skills, and a strong administrative track record, including proven leadership and staff management;
  • Excellent donor management and communication skills.
