Overall responsibility:

Under the direct supervision of the Project Director, Project Logistician will be responsible for the operation and overseeing of the supply chain system at the project level (logistics, procurement, vehicle management, and store management) while ensuring full compliance of operations with JRS principles, rules, regulations and policies, operational strategies and relevant reference documents and policies (Sphere, Do no harm, PSEAH, safeguarding policies).

Key Responsibilities:

  1. Coordination and management:
  • Develop and coordinate annual procurement and logistics plans, policies, tracking systems and procedures, and provide technical and procedural advice in a range of logistics areas.
  • Provide a leading role in supervising goods, works and services supplied to ensure value for money and effective working practice.
  • Prepare and present project procurement and logistics file for audit.
  • Ensure JRS-Kampala Supply Chain related processes are functioning effectively to foster timely implementation of the project’s activities.
  • Coordinate and manage vendor contracts.
  • Enhancing speed, communication, consistency and accuracy in dealing with staff inquiries, orders, delivery and transportation of staff to the field or documents, and beneficiaries’ complaints.
  • Managing project’s procurement planning and processes in line with local laws and procedures, pre-qualifying suppliers, ordering, supply transportation, receiving supplies and storage, as well as maintaining the fleet in line with JRS systems and procedures.
  • Ensure that the project teams adhere to procurement compliance.
  • Collect and analyze bills of quantity/proforma invoices from supplier/contractors for work done or goods supplied.
  • Monitor vendor performance by reviewing scorecards against KPIs.
  • Compile and submit monthly procurement, logistics and stores reports to the project director.
  • Provide support to the project during the proposal and budget development to ensure sufficient information is captured regarding assets.
  • Conduct facility monitoring checks to ascertain asset statuses and ensure timely repairs and maintenance is done.
  • Be a member of the Procurement Committee.

2. Store/ Equipment:

  • Approve all stores requests for the general pool and kitchen/cleaning stores.
  • Supporting in the areas of store inventories – stock taking checks, surveying, and projecting; ordering and pre-staging JRS equipment/items for use.
  • Ensure that monthly/quarterly/annual property inventory are conducted, asset register is up-to date, and monthly reports are compiled by the storekeeper.
  • Ensure proper stores utilization and management through item coding, labelling, monitoring stock levels, expiry among others.
  • Manage the general maintenance of JRS facility and repair of equipment.

3. Vehicles:

  • Continuous tracking of vehicle log-sheets; responsible for monthly compilation and submission of log sheets.
  • Be responsible for scheduling an allocating vehicle on the allocation board, to be able to meet programmatic and operational needs.
  • Organize regular service schedules for vehicles. Maintain vehicle maintenance files.
  • Ensure all vehicle repairs are done in a timely manner.
  • General Management of JRS vehicles and assets. Prepare fuel consumption reports Ensure cleanliness of vehicles.
  • Support the drivers, if need be, by driving vehicles/motorcycles.

4. Liaison

Liaise with all JRS partners especially pre-qualified vendors while ensuring that quality and timely delivery of goods and services are maintained to support continuous implementation.

5. Others:

  • Maintain strict confidentiality of beneficiaries and staffs’ information as well as JR internal matters.
