COSPE, an organization committed for over 40 years to international cooperation, social justice, and migration, promoting diversity and equity in its work environments, ensuring equal professional opportunities for women, racialized individuals, members of the LGBTQ+ community, and other underrepresented groups, is seeking a Project Coordinator and Country Office Manager for its operations in Egypt.
The selected candidate will be responsible for the supervision and implementation of the “CREARE: Skills and Resources for Technical Education and Access to Employment for Refugees and Egyptians” project, funded by the Italian Ministry of the Interior. The role includes overseeing and promoting initiatives aimed at enhancing the socio-economic inclusion of migrants, refugees, and host communities in Egypt. Additionally, as the country office coordinator, the selected candidate will manage COSPE’s office in Egypt.
Key Responsibilities
- Coordinate, monitor, and supervise the implementation of the CREARE project.
- Coordinate the project team.
- Organize and lead meetings of the project management committee.
- Supervise the implementation of field activities.
- Strengthen partnerships with local and international stakeholders involved in the project.
- Organize and oversee missions of experts.
- Ensure the preparation of narrative and financial reports as required by the donor.
- Work closely with various COSPE departments in Egypt and at headquarters.
- Manage the project budget in compliance with donor rules and COSPE’s financial and administrative procedures, in coordination with the administrative departments both locally and at headquarters.
- Participate in COSPE’s periodic staff meetings.
- Contribute to identifying potential donors and developing project proposals.
- Supervise activities of the Egypt office in collaboration with the Country Representative and the Area Manager.
- Ensure proper administrative management and financial sustainability of the Egypt office, in coordination with the Area Manager.

- Financial and Administrative Management: Advanced skills in budgeting, administrative oversight, and compliance with donor rules and procedures.
- Leadership and Reliability: Ability to inspire trust, lead teams with strategic vision, and make responsible decisions in complex contexts.
- Teamwork: Ability to work effectively with colleagues, partners, and stakeholders in multicultural environments, promoting inclusivity and mutual respect.

Required Qualifications
- Degree or Master’s in International Cooperation, Social Sciences, Economics, or related fields.
- At least three years of experience in project management, preferably in international cooperation and/or sustainable development sectors.
- Previous experience in team management and financial planning of projects/programs.
- Knowledge and experience in socio-economic inclusion of vulnerable groups and participatory processes.
- Excellent command of the English language
- Knowledge and previous experience in Egypt will be considered an asset.
