Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
The ILO and the Swedish International Development Agency are implementing a one-year inception phase of the project entitled Advancing the Decent Work Agenda in North Africa. This is expected to be followed by another, longer implementation phase.
Decent work deficits that had accumulated for decades flared-up in 2011 in Tunisia, Egypt and Lybia. The shockwave was also felt in Morocco and to a lesser extent in Algeria (as well as across the Middle East). Six years on, decent work challenges have not subdued. Youth unemployment in North Africa was already the highest among world regions in 2011; today it stands 5 points above 2011 levels. While the worst of the labour market crisis is behind in countries like Tunisia and Egypt, structural deficits for decent work are still a pressing challenge in the region.
In this context, the project will aim at the following results
Government and other key stakeholders and experts from around the region design and agree on a policy-evidence framework to monitor and steer progress for job-rich growth, social protection and social and labour rights;
Country dashboards anchor the evidence framework in 2/3 pioneer countries, and are accessed by decision-makers and influencers; Policy diagnostics are implemented in pioneer countries, to identify policy dysfunctions and gaps and provide clear directions for reform;
A regional knowledge network is set-up, documenting, collecting and making available knowledge and technical tools from the region, and facilitating technical peer exchange, focusing on flagship interventions (including youth employment, women empowerment, labour migrations).
Description of Duties
The Project Manager will work under the supervision of the Director of the ILO Office in Cairo. Technical guidance and advice will be provided by the Department of Statistics (STATISTICS) at ILO headquarters in Geneva. He/She will also receive technical advice from the Employment Specialist of the DWT/CO-Cairo, and work in collaboration with other DWT specialists. He/she will also coordinate with relevant departments at headquarters.
The Project Manager will be responsible to lead the timely implementation of the project in accordance with the agreement signed with the donor. He/she will be responsible for the design, supervision and monitoring of all activities required for the achievement of the project results, in accordance with a workplan to be established at inception.
The incumbent will be specifically required to
Design of a results- and input-based project implementation plan and ensure its approval with DWT/CO-Cairo and key stakeholders; in doing so, ensure alignment with the ILO global Programme for the project to best contribute to the ILO global results framework;
Lead the design, implementation and monitoring of all project activities required for the timely and effective achievement of outputs; design and/or supervise the preparation of technical assistance materials required;
Establish and maintain close working relations with key stakeholders at the national and regional levels; raise their awareness and negotiate activities;
Coordinate with relevant technical specialists within DWT/CO-Cairo and at headquarters (STATISTICS, ACTRAV, ACT/EMP, GOVERNANCE). Establish and maintain close working relations with other projects, donors and stakeholders programmes and organizations, not directly involved in the project implementation but relevant to the achievement of its objectives;
Supervise project staff assigned to the project; take responsibility for the clearing of administrative procedures in strict observation of rules and procedures;
Closely monitor, from both a results and an activity perspective, the timely and qualitative achievement of project outputs and outcomes; prepare timely progress reports as required by the donor and the ILO, ensuring the completeness and accuracy of the information; this will include close monitoring of all activities under its supervision, including through regular field missions; organize annual progress review meetings with the key stakeholders of the project to review accomplishments, challenges and review/define ways ahead;
Address gaps, delays and other issues related to implementation, including recommending changes if required to the project strategy and plan;
Ensure, in collaboration with the SRO/DWT/CO-Cairo Communications officer, the efficient communication of the project and of the results it achieves;
Perform other duties as may be assigned to contribute to the project’s results beyond the confines of the project.
Required Qualifications
Education
Advanced degree in economics, social sciences, international relations or similar.
Experience
At least seven years of professional experience in relevant fields of work, including evidence-based policy work, qualitative and quantitative research and policy advisory in the socio-economic domain.
Demonstrated experience with quantitative and qualitative analysis of a broad range of socioeconomic data and information.
Prior experience with the delivery of development cooperation projects within a UN organization will be an asset.
Prior work experience in North Africa and the Middle East would be another advantage.
Languages
Excellent command of English is required; a good command of French and/or Arabic will be an advantage.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable. The post adjustment (cost of living adjustment) is variable and subject to change without notice in accordance with the rates set by the ICSC for the UN Common System for salaries and allowances. Therefore, the figures quoted (based on the May 2017 rate) are only indicative.

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Cairo, he/she may be assigned to any duty station designated by the Director-General of the ILO.
