Context:

The IOM Migration Governance Framework (MiGoF) endorsed by IOM member states in 2015 and the Global Compact for Safe, Orderly and regular Migration (GCM) adopted by the majority of UN Member States in 2018 set out the elements for facilitating orderly, safe, regular and responsible migration and mobility of people through planned and well-managed migration policies. These frameworks present a set of principles and objectives which, if realized, ensure that migration is governed humanely, orderly, and benefits migrants and society in line with evidence and international migration law. As the leading UN organization in the field of migration, IOM works closely with its governmental, intergovernmental and non-governmental partners in migration governance.

In Tunisia, IOM conducts capacity building and advocacy for policy, legislative and practices

change to ensure the protection of migrants through return, integration or migration, including for reunification with family members abroad, when feasible. Activities include enabling the voluntary return of stranded migrants and migrants in transit; to enhance the sustainability of reintegration through an integrated approach addressing economic, social, and psychosocial dimensions, and to increase the capacities of relevant stakeholders to develop or strengthen return and reintegration policies and processes, including through identification of vulnerabilities and referral to relevant services.

Under the overall supervision of the IOM Tunisia Chief of Mission and the Project Manager, and in close coordination with colleagues at the IOM Regional Office in Cairo, the successful candidate will contribute to the coordination of the planning, implementation, monitoring and reporting of activities in the area of Protection and Assistance of Migrants.

Core Functions / Responsibilities:

  1. Coordinate the planning and implementation of the EU-IOM Joint Initiative for Migrant Protection and Reintegration in North Africa – project in Tunisia, including its financial, administrative, and technical aspects, in compliance with IOM policies and standards, as well as donor requirements.
  2. Maintain good working relationships with relevant Government entities, donors, UN organizations, NGOs and actors in the private sector to facilitate the creation of a robust referral mechanism to enhance the protection of vulnerable migrants and to promote protection and assistance.
  3. Coordinate the provision of technical assistance to the Government and check that EU-IOM Joint Initiative activities are aligned to international best practices.
  4. Coordinate the planning and implementation of capacity building and other project related activities in Tunisia, such as project launch, workshops, conferences and meetings.
  5. Contribute to the development of and maintain work plans, return and reintegration implementation strategies, and expenditure plans to ensure timely implementation and achievements of project activities and results.
  6. Contribute to the other activities to support the Government of Tunisia in its duty to protect non-nationals in the country, including to facilitate the realization of rights of vulnerable migrants.
  7. Contribute to oversight and provision of emergency assistance to vulnerable migrants, including migrants rescued at sea.
  8. Monitor the direct assistance provided to vulnerable migrants in Tunisia, including but not limited to victims of trafficking and migrants rescued at sea.
  9. In coordination with the IOM Tunisia Resources Management Unit (RMU) oversee the procurement of required items and follow up on the timely payment to all suppliers.
  10. Draft monthly, interim and final project reports in line with donor requirements and IOM standards and procedures ensuring timely submission to the donor.
  11. Facilitate the meeting of the communications objectives of the project, specifically the sharing of factual and up-to-date information with key stakeholders, including project partners in Tunisia, project beneficiaries and the donor through effective communication tools.
  12. Work with relevant staff in the mission and IOM Regional Office in Cairo to facilitate the reflection of project activities and achievements in press briefing notes, newsletters, and reports.
  13. Participate in relevant seminars and meetings as well as other events, undertaking duty travel as required.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Social Sciences, Development, Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in developing and maintaining strong working relationships with governmental authorities, other national / international institutions and NGOs;

• Experience in the field of capacity building of non-governmental and / or institutional actors;

• Experience in project coordination or management;

• Experience in Migrant Protection and Assistance is an advantage;

• Knowledge of Tunisia and regional issues in the thematic area is a distinct advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.
