Job Summary

Cordaid in partnership with the SRHR alliance in Uganda will jointly implement a Youth-Led Covid19 Response (YCR- project) in Arua/Terego and Adjumani districts from October 2021 to October 2022 and is seeking to hire a project officer base in Arua to lead implementation of this project in Terego and Adjumani. The project seeks to contribute to; Improved access to information on SRH, SGBV and Covid-19. Improved access to and uptake of youth-friendly SRHR and HIV services by young people (10 to 24 years) and Promote gender equality and SRHR in communities.

The Project Officer – Health will directly contribute to implementation the Youth-Led Covid19 Response (YCR) Project and other ongoing health and gender interventions. S/he will conduct all the day to day YCR project planning, implementation, coordination, monitoring and reporting. Under the overall direction of the Systems Strengthening Manager, and in accordance with Cordaid policies, procedures and practices, the programme officer- health is to ensure that the YCR project is running efficiently and effectively. S/he will closely work with program and operations colleagues to ensure efficient and effective project implementation monitoring and reporting while maintaining strong internal controls. The PO is responsible for a smooth project operation in line with the project managers guidance, and with Cordaid’s policies and procedures.

Contract information: One Year(Nov 2021 to Oct 2022), renewable based on performance and funds availability

KEY DUTIES & RESPONSIBILITIES

Intervention project progress

  • Interventions projects progress Working closely with other Cordaid’s systems strengthening manager, provide hands on technical support to YCR implementation and other health projects as and when need arises
  • Ensure the preparation of progress and financial activity reports and contribute to annual plans and budgets
  • Participate in internal and external audits
  • In close collaboration with Systems Strengthening Manager and sector experts, contribute to the diversification and growth of Cordaid’s health and gender portfolio within Uganda with a focus on quality and impact
  • Conduct regular field visits to monitor the progress of programmes and projects on the ground and ensure effective oversight of and support of local partners taking corrective action with minimal delay
  • Maintain effective coordination with other Project leaders/coordinationto enable the development of an integrated and innovative portfolio
  • Maintain effective coordination with the Regional PMEL manager to ensure timely and correct measurement of results, outcomes and impacts and to facilitate learning towards continuous improvements in the design and delivery of programmes and projects
  • Identify and mitigate operational risks for YCR project with guidance from Systems Strengthening Manager

Timeliness and quality of reports

  • Documents activity and monthly reports
  • Ensures compliance with donor reporting standards
  • Lead YCR activity and project reporting and documentation of best practice and lessons
  • Change story documentations and sharing
  • Generate and document partner feedback
  • Contribute ideas on innovative project development

Parts of programs and project proposals

  • Creates possibilities to acquire funds of institutional donors
  • Signals and analyses developments at donor level. Writes (parts of) project proposals on the instruction of the program managers and SIF

Planning, monitoring and evaluation

  • Assesses which information is relevant for planning, monitoring and evaluation purposes. Fills in the required PME format and assesses what extra PME information beside the standard formats is of importance. Analyses and draws conclusions from PME information and makes these accessible to stakeholders
  • Develop clear quarterly work plans and budgets for validation by the Project Manager; Check budget vs expenses for tasks assigned to him/her; inform the Project Manager immediately on cases of fraud and/or corruption or over – / under spending more than the norm, affecting the program results
  • Deliver timely and good quality input to project reports as requested by the Project Manager; Keep good relations with team members
  • Assist the Communications department with information on project and campaign issues and visits of volunteers, press and benefactors etc
  • Assist in developing proposals at the request of the PM
  • Actively promote and brand Cordaid initiatives wherever appropriate and possible

Result communication & open data

  • Assesses which results are relevant for communication and fundraising purposes, collects these and formulates texts in accordance with quality standards of the Communications department and SIF
  • Collects and filters necessary information for open data sources
  • Delivers good qualitative information to the Communications department and SIF in time

Monitoring of partners

  • Develop and maintain close relationships with partners and counterparts
  • Ensure that Cordaid programmes and partnerships are actively represented in coordination structures. Share progress and update on programme activities within the cluster system and relevant donors
  • Contribute to the development of project related documents such as success stories and publications
  • Facilitate documentation of stories and media materials with human interest related to Cordaid and partners’ programmes and projects and liaise with concerned units for broader coverage (digital and printed, media)
  • Maintains contacts with partners and field offices focused on theeffective and efficient implementation of programs. Makes agreements with partners regarding the achievement of substantive results, increasing their expertise, organizational sustainability and accountability in accordance with the guidelines of donors

Partner Assessment

  • Assesses the capacity of (new) partners with regard to accountability and compliance with reporting requirements of donors. If necessary formulates capacity building proposals and acquires funding for these proposals. Initiates these activities in cooperation with partners
  • IntegrityAdheres to the code of conduct and Integrity Policies, reports concerns and follows regular integrity trainings. This is a high-risk position, with unsupervised contact with communities

Other duties

  • Perform other duties as relevant for the project as per the PMs request
  • Manage local project related security matters as they pertain to individual safety and security and offer advise on updating the security plans. Any other duties assigned by the manager

REQUIREMENTS

  • Bachelor’s degree in Social Work, Social Science, Public Health and other relevant fields. A master’s degree is not mandatory but can be an added advantage
  • 2 to 3 years of proven experience in project development, implementation, monitoring and reporting
  • Willing to work and be based in West Nile. (Arua and Adjumani)
  • Holds a motorcycle riding permit and with experience in motorcycle riding
  • Demonstrable experience of driving advocacy, communications, and fundraising approaches
  • Proven experience of representing an organisation externally to key stakeholders, maintaining government and partner relations
  • Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
  • Team player with excellent communication and strong participatory leadership skills

Cordaid is the Catholic Organisation for Relief and Development Aid (CORDAID). It is one of the biggest international development organizations, with a network of around a thousand partner organisations in 36 countries in Africa, Asia and Latin America, and has a disposable annual budget of around 170 million euros (2006).

 Cordaid directly employs 400 people, amongst them 300 are based in the Netherlands and the rest are stationed all over the world (2010). Cordaid is also known under the names of the funds it manages: Cordaid Memisa, Cordaid Mensen in Nood (People in Need), Cordaid Bond Zonder Naam (Association Without Name), Cordaid Kinderstem (Children's Voice).

Cordaid was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty. It is a merge of three Dutch Catholic development organisations: Memisa Medicus Mundi (created in 1925), Mensen in Nood (People in Need, created in 1914) and Lenten Campaign/Bilance. The history of these organisations goes back to the beginning of the 20th century when the organisations were active in the area of shelter and (missionary) care for refugees, providing direct aid in the event of disasters, medical care and direct improvement of social and economic position of poor people.

The merge allowed the newly created NGO to benefit from broader resources, rationalised management and organisation and aimed at coordinating actions and projects. Each organisation became a fund with Kinderstem (Children's voice) being part of Mensen in Nood, until October 2004, when Cordaid's General Assembly voted the creation of a separate fund focusing on aid to children living in slums. Cordaid Microcredit was formed in October 2006, following the tenth anniversary of the microfinance activities. On 1 January 2007, the Dutch NGO Bond Zonder Naam (founded in 1938) joined Cordaid. Since 2012 the campaigning cooperation with the Lenten Campaign Foundation ('Vastenaktie') has ended.
