CONTEXT:

As part of the IOM mission in the Central African Republic, IOM is recruiting a consultant whose responsibilities will include contributing to the implementation of the transition and recovery portfolio, mainly in the areas of community stabilization, community violence reduction and reinsertion and reintegration of former combatants.

TASK TO BE PERFORMED

Under the direct supervision of the Head of Sub – Office (HoSO), the Project Officer will be responsible for the following tasks:

  1. Assist the HoSO in developing programs and plans for the implementation of the ongoing community stabilization/community violence reduction and DDRR projects.
  2. Supervise the delivery and distribution of the IGA (Income Generation Activities) kits to beneficiaries who have completed their training programs
  3. Assist the HoSO in completing the establishment of the Infrastructure Management Committees (IMC) and liaise with Logistics & Procurement colleagues to develop the Deed of Donation (DoD) for each infrastructure.
  4. Organize handover ceremonies to officially turn over the infrastructures to the communities. Acquire signed copies of the DoD and file as annexes for the final report of the project.
  5. Organize mentoring and coaching sessions for beneficiaries in the management of their newly established businesses.
  6. Assist the HoSO in organizing and conducting inter and intracommunity sociocultural activities involving the beneficiaries.
  7. In close coordination with project teams (Project Managers and Heads of Sub – Offices and field staff), ensure the elaboration of periodic, precise and analytical reports for donors by ensuring compliance with IOM project review and endorsement process. Work closely with the finance and logistics department to ensure consistency between financial and narrative reports.
  8. Conduct desk research and field visits to prepare background information to support the development of new projects. Assist in the development of new programs and projects in coordination with relevant donors, government counterparts, relevant clusters and technical working groups, and project partners, and provide technical inputs that respond to emerging trends and priorities that address donor’s interests and requirements.
  9. Assist the HoSO in liaising with key community representatives in the areas covered by the project, to facilitate the identification and implementation of project activities.
  10. Assist the HoSO in tracking of project expenditures to ensure budget recommendations are met, that all grant management and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations. In coordination with the RMU, ensure the timely submission of expenditures/financial reports.
  11. When delegated, represent the HoSO in relevant coordination meetings, including inter-agency gatherings convened to discuss coordinated responses to transition and recovery initiatives at the sub – office level.

TANGIBLE AND MEASURABLE OUTPUT OF THE WORK ASSIGNMENT

· IGA kits procured and distributed to beneficiaries (distribution lists compiled per training category)

· Reports on mentoring and coaching sessions of beneficiaries developed and shared with the Project Manager

· List of Infrastructure Management Committees filed as annex for the final report

· Infrastructure Management Committee training reports developed and shared with the Project Manager

· Deeds of Donation signed/completed for each infrastructure (one copy for the beneficiary community and one for IOM)

· Meetings conducted and minutes filed

· Final project reports developed and submitted to the donor as mentioned in the funding agreement **

TIMEFRAME AND DETAILS AS TO HOW THE WORK MUST BE DELIVERED:

The staff will work 40 hours a week or 8 hours a day from Monday to Friday and will be based at the IOM sub – office in Kaga Bandoro and Paoua (two positions).

DESIRABLE QUALIFICATIONS:

Education and Experience:

· Completed an advanced university degree from an accredited academic institution preferably in Law, International Law, Political Sciences or related field.

· Four years of experience (or three years for candidates holding a first level university degree) in institutional strengthening, capacity building related activities in a developing country and post – conflict context

· Demonstrated capacity in developing and implementing transition and recovery programs

· Previous related experience in the Central African Republic field operations is an advantage

Competencies:

· Experience in project development, humanitarian and migration-related activities, complex project implementation, budget drafting, research, report writing, liaison with governments and international agencies;

· Experience with project planning, scheduling and deployment of resources, and evaluation and assessment;

· Excellent communication, writing and organizational skills; ability to prepare clear and concise reports; knowledge of monitoring and evaluation;

· Ability to work with accuracy under constraints and pressure; to deal patiently and tactfully with staff members and others and to have high sense of confidentiality, initiative and good judgment;

· Personal commitment, efficiency, flexibility, drive for results, creative thinking;

· Previous related experience in the Central African Republic field operations is an advantage

· Ability to also coordinate actions with emergency response actors and making use of coordination structures

· Clearly communicates, and listens to feedback on, changing priorities and procedures

· Incorporate gender-related needs, perspectives, and concerns, and promotes equal gender participation

· Work effectively with people from different cultures by adapting to relevant cultural contexts

· Knowledgeable about and promotes IOM core mandate and migration solutions
