Objectives: The purpose of the Emergency WaSH Team Leader position is to provide overall leadership, coordination and supervision of Emergency WaSH interventions and staffs in the intervention area. S/he ensures Government and CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the intervention areas to effectively contribute to the achievement of project results and CARE’s strategic objectives to address underlying causes of poverty and food insecurity.  S/he will be responsible for following-up on trainings aiming at   local governance such as operational planning, targeting, resource mobilization, gender, community-based action planning, preparedness and policy advocacy. The WaSH Team Leader is also establishes and maintains effective working relationships with non-government partners working in the intervention areas.

 Responsibilities and Tasks

 

   Training, Technical Support and Mobilization

 

  • Facilitates and ensures that the WaSH project plan at woreda/PA/village level is prepared with full participation of the community and partners;
  • Ensures that planning and implementation of Emergency WaSH  project activities are in accordance with the program principles, approaches, and procedures of the organization;
  • Ensures targeting of project beneficiaries are made in participatory manner with the concerned stakeholders;
  • Works closely with woreda partners in planning, implementing and monitoring and evaluation of Emergency WaSH  project activities;
  • Makes sure that Community facilitators and Project officers  have their plans broken down to  quarterly and weekly basis;
  • Supports and facilitates the woreda plan to include Care’s projects plan and thoroughly understood and be accountable for the over all implementation and monitoring and evaluation of the projects;

 

   Networking and Learning

  • Ensures that the Emergency WaSH  activities are implemented according to the technical specification set together with partners and time schedule and also with in the limit of the planned budget;
  • Ensures that the project’s capacity building activities are implemented in line with the felt need and demand of the users and address the set objectives;
  • Supports/assists the woreda partners and communities understand the major causes of Emergency WaSH related issues
  • Ensures that gender issues are properly addressed during the process of the project planning and implementation;

   Monitoring and Evaluation

  •  With the partners, develop a capacity building plan and facilitate training courses, cross visits and apprenticeships. Contributes to the adaptation of materials and experiences for application in diverse cultural and social contexts;
  • Organizes and facilitates joint participatory monitoring programs with the intervention area partners and community groups, both technical and management bodies, document lessons and provide feed back to the project office;
  • Facilitates organization and strengthening woreda level project steering committee and assist in the development of participatory monitoring and evaluation skills/knowledge;
  •  Facilitates and encourages regular review meeting and project review schedules at woreda level and help the different institutions have it institutionalized commitment;
  • Supports and builds the capacity of the front line staffs, including DA’s and facilitators and, have deeper understanding of the different technical areas of the projects, participatory monitoring and evaluation, cross cutting issues and including community empowerment and right based approach;
  • Conducts regular review meetings with the front line staffs and development agents and record lessons and provide feed back to the participants and to the project;

 

 Reporting

 

  • Develops appropriate reporting formats together with the facilitators and other relevant technical staffs;
  •  Collects monthly and quarterly performance reports from the officer and  facilitators;
  • Checks and confirm the correctness of the reported activities;
  • Reviews and summarize the monthly and quarterly report for the woreda and submit to the project manager and the woreda. The report has to include the detail descriptions, challenges, problems faced and lessons learned in the reporting period.
  • Supervises officer and  community Facilitator, gives technical backup and coaches supervisory staff in the Woreda;
  • Supports the development of high performing teams at the woreda and ensures that appropriate procedures and policies are followed.

 

Job Requirements

 QUALIFICATIONS (KNOW HOW)

 

  1. A) EDUCATION/TRAINING

Required:

  • BSc/ MSc in Public Health, Nutrition, Nursing and other relevant fields. With 5 years relevant working experience for BSc and 3 years for MSc.

Desired:

  • MSc in Public Health or Nursing or related field.

  1. B) EXPERIENCE

Required:

  • Minimum 5/3 years’ experience for BSc/MSc respectively in Emergency WaSH related intervention.
  • Knowledge and practical experience of the national WASH protocols/guidelines
  • Good knowledge of international humanitarian benchmarks like SPHRE standards and Humaniterian accountability frameworks.
  • Capacity to facilitate trainings for government  and project staffs at different levels
  • Experience in budget monitoring and reporting
  • Management experience at project level
