 IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In early 2014, IRC opened a field office in Mubi town of Adamawa state in NE Nigeria followed by offices in Yola (Adamawa state) in November 2014 and Maiduguri (Borno state) in October 2015 and we are also beginning implementation in Yobe.

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way – Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

Protection Assistant

SCOPE OF WORK: 

The IRC is implementing a protection program featuring Empowering and strengthening of community based protection structures, Access to Justice and Rule of Law, Training and capacity building, protection monitoring and referral services, Community out Reach Activities and Information Sharing, and Protection Mainstreaming. The protection program is currently implemented in the North East states of Adamawa, Borno and Yobe.

Under the supervision of the Protection Officer, the Protection Assistant will work extensively with other sectors, to ensure that protection principles are being incorporated into the Nigeria sector programs, and in particular with the Women’s Protection and Empowerment Manager, the Child Youth and Protection Development Manager and other IRC Sectors to strengthen the integrated nature of IRC’s protection and assistance programs in Nigeria. The Protection Assistant will conduct protection monitoring in target areas and will conduct case intake for individual protection cases. The Protection Assistant will support the Protection Officer in ensuring the smooth formation and running of community based protection structures and mechanisms. The Protection Assistant shall carry out any other tasks as required by Supervisors

RESPONSIBILITIES:

  • Take lead in identification of most vulnerable individuals in target communities and extremely vulnerable individuals in need of urgent assistance.
  • In coordination with the Protection Officer, identify what form of targeted assistance to be provided to extremely vulnerable individuals.
  • Provide individual targeted assistance to extremely vulnerable individuals and make follow up with them to ensure that their most urgent needs are being appropriately addressed.
  • Support the Protection Officer in the establishment and oversight of community based protection mechanisms/structures.
  • Assist Information Assistants in carrying out community mobilization, awareness creation and information dissemination activities.
  • Assist Protection Officer in conducting promotion monitoring activities in target areas.
  • Assist the Training and Capacity Officer in planning, organizing and implementation of conducting trainings at the community level.
  • Support in identifying key protection issues, concerns and threats in target communities ·     Refer identified cases to the Protection and Legal Officer for further action and consideration.
  • Participate in data collection, vulnerability screening and assessments such as needs assessments, baseline/end line surveys etc.
  • Participate in the design, planning, execution and monitoring of Protection sector activities
  • Assist the Protection Officer in consolidating weekly report, monthly and other program reports.
  • Keep record of all individual targeted assistance activities and assist in keeping records of community based protection activities.
  • Work together with the Training and Capacity Building Officer to build and strengthen the capacity of community based structure and mechanism.
  • Take good quality activity pictures and submit to the Reporting/Database Assistant and Protection Manager
  • Attend regular IRC internal Protection sector meetings.
  • Carry out other tasks assigned by the supervisor.

Qualifications

  • University degree in Law, Political Science, Social Works, or any other related field.
  •  1 year experience implementing protection programming including experience in emergency or post-conflict project management
  • Demonstrated experience using international human rights standards in protection programming
  • Good communication skills (written and verbal), cultural sensitivity, flexibility, ability to improvise, team player.
  • Ability to live and productively work under stress and in insecure and harsh environments while maintaining a sense of humor.
  • Experience in working in remote and hard to reach areas with limited amenities.
  • Knowledge of the local language is obligatory
  • Strong computer skills require (word and excel).

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
