The Role
The Protection Coordinator is responsible for providing strategic leadership, technical expertise, and operational oversight to ensure the effective implementation, quality, and accountability of Oxfam’s protection programs. The role involves designing and managing protection strategies, supporting program teams, building staff capacity, and ensuring alignment with Oxfam’s mission and donor requirements.
What we are looking for:
We are looking for Protection Coordinator to:
- Responsible for developing and implementing the mission’s Protection strategy, as well as ensuring the quality of current and future Protection programme/projects in the definition, monitoring, implementation, and evaluation phases.
- Ensure good programme/projects cycle management, monitoring, evaluation, learning and accountability.
- Lead the development of Protection annual programme strategy, budget and funding plan as contribution to the annual Country Operating Plan.
- Provide technical support to the Protection teams, and to the Protection Project Managers, in a functional relationship.
- Program Quality: Provide technical guidance on protection for both humanitarian and development programs, strategically analysing protection issues, including conflict dynamics, gender, and risk management, to ensure the quality, coherence and direction of programs and policies in particular to Protection Program Managers, and their teams, and partners and ensure the quality and effectiveness of the mission’s Protection program(s).
- Responsible for designing, developing, and writing high quality new proposals and budgets with the provincial programme team.
- Responsible for producing good quality and timely donor reports.
- Identify gap in staff technical capacity.
- Develop technical modules and train/reinforce staff capacities/competencies and Oxfam partner’s staff.
- Support Project Managers in the recruitment of Protection technical staff.
- Represent Oxfam’s Protection sector to partners, donors, national authorities and local stakeholders, Protection Clusters and meetings. Contribute to the smooth flow of information from the Protection sector.
- Direct contact with Protection donors to ensure strategic alignment and effective financial support for protection activities.
- Responsible for developing alliances with other agencies to improve coordination and adopt complementary approaches.
- Ensure coordination and engagement across contracts, programmes, donors and protection actors.
An ideal candidate for the role will also be / have:
Technical Skills, Experience & Knowledge:
ESSENTIAL
- University or Master’s degree in humanitarian project management, science, business, political or social sciences, law or any related field
- 5 to 10 years of experience of programme/project management including in humanitarian work and protection response, preferably in field protection interventions in conflict or insecure environments.
- Strong understanding of global protection principles and standards, relevant international law bodies, and significant experience in safe programming in protection programs and protection monitoring.
- A solid conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints, sensitivities, and risks associated with this work.
- Proven experience in conducting analyses and strategic approaches for response in complex humanitarian environments, preferably in a leadership role.
- Experience and understanding of community-based protection at the field level, including the constraints, sensitivities, and risks associated with this work.
- Ability to represent Oxfam in protection forums at national, regional, and global levels, if necessary.
- Fluent in written and spoken French, English is a plus.
- Proven experience of managing budgets, staff, and funding of the programme.
- Proven decision-making capability, working with significant levels of autonomy.
- Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
- Strong drive to achieve results.
- Ability to influence and negotiate with internal and external actors.
- Good communication skills to audiences at different levels, ensuring understanding.
- Commitment to humanitarian principles and action as well as Oxfam’s aims and objectives such as equal opportunity, gender policies and code of conduct.
- Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
- Sensitivity to the needs and priorities of disadvantaged populations
DESIRABLE:
- Knowledge of DRC (or programme area) in terms of its political, economic and social trends
- Good understanding of the key development and humanitarian issues in the region.
