Protection Manager for Libya Mission M/F

CONTEXT

MSF France first intervened in Libya in 2011 in the wake of the “Arabic spring” events that turned into a civil war.
Since the collapse of the regime leading to a humanitarian crisis in 2014, MSF has supported some public healthcare services that have been most impacted by shortages of supply and health workers. Today, MSF teams continue to provide humanitarian assistance with a specific focus on the refugees and migrant populations that are facing acute health care and protection needs. Our operations provide assistance to migrants/refugees arbitrarily held in detention centers, as well as to those victims of violence in the context of human trafficking in Western and Central Libya. In addition, a Tuberculosis program is being launched to address the particularly high suspected TB prevalence among both migrant populations and Libyans.

MAIN RESPONSIBILITY

The Protection Manager is responsible for the protection activities in the Mission in line with MSF policies and values, following the Operational line. The Protection is a member of the mission Country Management Team and acts as a sparring-partner for all operational and medical teams.

Core tasks :

  • Defining, implementing and coordinating all MSF protection activities, including responsibility for designing and supervising the implementation of protection strategies and standard operational procedures to carry regular protection monitoring and case management (identification of persons in need of protection, assessment of needs, definition of case plan, follow up)
  • Ensure incorporation of protection principles and promote meaningful access, safety and dignity in project and mission operational strategies as member of the Country Management Team (CMT)
  • Supervise the quality of field-level data collection (under MSF ethical guidelines) for protection \ purpose. Propose improvements in the methodologies and tools used, and provide trainings to field teams as required
  • Undertake protection service mapping to develop referral pathways
  • Act as MSF focal point on protection within the UN Inter-Agency system, including by liaising with UN and IO protection managers and representing MSF in meetings of the Protection Cluster
  • Undertake field assessments (in relation to data gathering/context analysis or exploratory missions) and other work-related traveling as required.
  • Draft Terms of Reference, supervise, and evaluate other protection staff deployed to the mission (Protection counselors, Shelter supervisor)

PROFILE/REQUIREMENTS Academic background : Masters’ level in humanitarian affairs, protection, anthropology, social sciences, political sciences, law or gender studies,
Writing skills and excellent research and analytical skills,
Good understanding of current humanitarian debates and of the dilemma/compromise nature of modern humanitarian interventions,
Essential computer literacy (word, excel and internet).

EXPERIENCE Previous working experience of at least 4 years in Protection (advocacy experience compulsory),
Field humanitarian experience in similar contexts of mix migration (preferably Mediterranean context),
Essential experience with MSF or other NGOs, UNHCR experience also accepted.

LANGUAGES English essential.
Arabic and French are a plus.**

LOCATION

Misrata based with frequent field visits in Libya and Tunisia.

STATUTS Volunteer or salary status according to previous professional experiences in INGOs. MSF provides: transportation, lodging and a monthly per diem. Insurances: medical health coverage, repatriation.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
