STANDARD MINIMUM QUALIFICATIONS

Education: Post graduate university qualification in economics/statistics or related discipline

Experience: At least 8 years working experience in conducting evaluations/assessments/research of FFA/resilience/climate change programmes; Experience in analysis of resilience/food security related data and presentation of findings

ORGANIZATIONAL CONTEXT

Under the overall guidance and direct supervision of the Evaluation team leader

JOB PURPOSE

WFP Lesotho Country office and the Ministry of Forestry, Range and Soil Conservation (MFRSC) are jointly commissioning the evaluation of the asset creation and public works activities in Lesotho for the period 2015-2019.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute substantively to the design of the evaluation approach and methodology; including determination of the sampling strategy, data collection and data analysis methods;
  • Contribute to the preparation of the inception report, particularly the data collection and analysis sections, ensuring that data collection instruments are annexed to the report as per the DEQAS template;
  • In close consultation with the team leader and the WFP Regional Bureau data analyst , develop a data analysis plan to show how the data that will be collected using the data collection tools and will be analysed to answer specific evaluation questions;
  • Set up data quality control protocols in close consultation with the team leader;
  • Lead the training of enumerators/research assistants, supported by the data analyst;
  • Lead the development, pre-testing and finalisation of the data collection tools; including secondary and primary data collection (noting that data regarding costs of the programme will largely be secondary and therefore the person must be able to conceptualise how to find different sources of this data);
  • Conduct a cost benefit analysis of the WFP food assistance for assets programme and the Government Public Works;

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.
