MSF Holland is looking for: RADI OPERATOR

 

·         Number of Position:  One

·         Place of work:      Addis Ababa

·         Terms of employment:  1 year  with a possibility of extension 

·         Remuneration and Benefits:

–          Starting gross salary/month: 8,216.00 ETB

–          Medical Coverage : as per organizational scale

–          Transportation allowance: 2,200 ETB

Main Purpose
 
Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects

Accountabilities
 

•          Operating the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies’ (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary

•          Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts from other approved organizations and forwarding it on the information via this channel.

•          Making radio contacts with reference bases (capital and/or field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.

•          Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays.

•          Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.

•          Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions.

•           Providing basic radio training when necessary to MSF staff

 

MSF Section/Context Specific Accountabilities

Movement

•          Tracks vehicle movements through GPS tracking system from base and reports to line manager for any abnormality

•          Responsible for movement follow up; registration of radio communication on the radio logbook

•          Monitor and register any movement, of people, vehicles, and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and inform line manager of delays or problem occurring in the movements.

•          Responsible for arrangement of vehicle for MSF staff moving within the city including airport movements.

•          Updates movement follow up board and ensures requests are made ahead of time/ as per prior schedule

•          Responsible to place a request for meter taxi with the supplier and ensures the proper recording and filing of requests.

Communication and use of radios

•          Operate the HF and VHF radios, avoiding using any sensitive or security related information and following the MSF security rules.

•          Ensure that messages are well copied/passed to all people concerned.

•          Record the messages on the radio logbook.

•          Respond radio contacts from other approved organisations and forward on the information via this channel.

•          Make radio contacts with reference bases (capital and/or field) according to communication rules / schedules (only professional message, English only, no sensitive information …).

•          Forward all information concerning the security of the teams to the Project/Capital Coordinator.

•          Updating and follow up of communication equipment inventory.

•          Ensure an updated staff contact list (both International and National) and list of telephone numbers in case of emergency is always kept in the radio room.

Maintenance and equipment

•          Make sure all radio equipment are in working condition and report to line manager for damages and missing communication equipment.

•          Maintain in clean and tidy conditions the equipment, communications room and premises.

•          Install, operate and perform preventive maintenance checks on assigned equipment.

•          Maintain and Supervise HF & VHF batteries status in good maintenance conditions.

Other

•          Provide basic radio training when necessary to MSF staff. Temporarily substitute radio operators in other duty stations (MSF Projects).

Monitor and follow-up the personal call logbook and assure reimbursement and use according to the policy in place

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
