Building Rural Income through inclusive Dairy business Growth in Ethiopia [BRIDGE] Project is a five year dairy sector transformation project implemented by the consortium of SNV Ethiopia and WUR and fully funded by the Embassy of Kingdom of the Netherlands in Ethiopia. The project is implemented in partnership with the respective regions BoFED, Livestock & Fisheries Resources Development Bureaus, Cooperative Promotion Agencies and other relevant sector offices.

OBJECTIVE OF THE ASSIGNMENT

The project baseline survey has the following objectives:-

  • To capture the initial situation prior to implementation and establish bench mark for periodical performance measurement, mid-term & final evaluation of the project results.
  •  To better inform project implementation so that the implementing project team will have improved information to refine the intervention design, strategies and measurement plan.
  •  To assess the level of performance of the Dairy sector in Ethiopia (with particular emphasis of targeted dairy clusters/regions) in terms of Competitiveness, Inclusiveness, Resilience, Equitability, Innovation, Transparency, Sustainability, Profitability;

Qualifications

The baseline assignment will be given to an international consultant. The international consultancy should include (team up with) team of local experts or consultancy to carry out the assignment. The requirements will be as follows: Eligibility criteria – company requirements:

  •   (Inter) nationally recognised registration licence and tax registration certificate.
  •   (Inter) national track record and demonstrated experience regarding baseline and project evaluation, experience on dairy and nutrition related projects in Africa.
  • Three Reference letters from donors or other organisations who commissioned project baselines, indicating how they appreciated the quality of project baseline work (for recent similar assignments accomplished).
  •  Written engagement stating that the consultancy and its team members do not have any direct or indirect interest in the results of the project baseline and possible future new dairy and/ or nutrition project implementation (i.e. Organizations or individuals affiliated with these organizations, that will be competitor  for dairy project implementation for Embassy of Kingdom of the Netherlands)

Selection criteria for the baseline team

  •  The international team leader should have appropriate and demonstrated experience & expertise in the management of quantitative and qualitative agriculture baseline & evaluations in general and livestock baseline and evaluations in particular, in Africa. In addition the team leader should have experience in dairy sector development in East Africa;
  •  The international/Ethiopian other key team member(s) should have a mixed qualification and experience  in the area of livestock, smallholder dairy production and dairy sector development in Ethiopia, Nutritional Sector development, value chain development, economics/business, information technology, etc. and proven experience in handling large project baselines and evaluations;
  •  The baseline team should comprise members that have knowledge & experience in gender, youth and climate change issues in agriculture value chains;
  •  The consultancy  should recruit qualified Ethiopian supervisors and enumerators who have proven experience in the baselines and evaluation data collection of agricultural projects in general and in livestock/dairy projects in particular;
  •   Enumerators should be able to speak the local languages of the project target areas [i.e. For Oromia – Afan Oromo, for Amhara – Amharic, for SNNPR – Sidamignaa, and for Tigray – Tigrgna] and when possible English. Recruitment of qualified female enumerators is desirable. The enumerators should also be familiar with computer-assisted interview methods using tablets, smartphones and small computers.
