Description of Responsibilities

Under the direct supervision of the Associate RSD Officer and the overall supervision of the Protection Officer based in BO Addis, the staff member will undertake the following duties and responsibilities within the Urban Protection team:

Provide support in the area of refugee status determination (RSD), including the following.

  • Represent UNHCR on Eligibility Committee (EC) panels for the adjudication of refugee claims in the Addis Ababa urban programme, with a target of 2 regular RSD assessments or 5 simplified RSD assessments/notes for file on changes of legal status per week; -Conduct counselling sessions on RSD procedures;
  • Assist in the development of clear RSD SOPs, including appeal procedures with ARRA, -Support ARRA’s appeal hearing process,
  • Assist in capacity building of ARRA and UNHCR staff both in Addis Ababa and the field on RSD procedures.
  • Provide support in review of cases of refugees with possible credibility or exclusion issues, in particular those under consideration for resettlement:
  • Interview refugees being considered for possible referral from Protection Unit to the Resettlement Unit whose cases raise credibility or exclusion concerns, as well as cases identified by Resettlement Unit or the Regional Support Hub (Resettlement) as raising such concerns; -Assist in training of ARRA and UNHCR staff on exclusion issues.
  • Provide support to urban refugee programme, by undertaking protection counselling for urban refugees or conducting any other protection activity.

Job Requirements

Essential Minimum Qualifications and Experience

Education

  • University Degree in Law (LL.B) or related field of study; Masters Degree (MA) or LLM in Public International Law or International Relations is an asset. Specific knowledge in Refugee Law and Human Rights fields is preferable.

Work Experience

  • Minimum of two years of previous experience, preferably in the areas of RSD and/or Resettlement.
  • Previous experience with working with refugees is an asset.
  • Team player and flexibility.
  • Fluency in English (oral and written). Knowledge of French, Arabic and Somali languages is an asset -Computer skills: Microsoft Word, Power Point and Excel.

Desirable Qualifications & Competencies:

  • Excellent communication (verbal and written) skills•
  • Training and capacity building skills in the area of International Refugee Protection,
  • Ability to establish and maintain good working relations within a multi-cultural team
  • Ability to work under pressure in a sensitive security and political environment; -Excellent analytic skills
