The Namibian Ministry of Health and Social Services (MOHSS) is the custodian of health and social services and oversees, provides and regulates all public, private and non-governmental sectors in the provision of quality health and social services. USAID is a partner to the Ministry’s efforts and provides technical assistance, directly and through specialized local and international organizations, to support the Government of Namibia’s delivery of high quality, evidence-based, public health programs to all Namibians.
The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement to introduce and support high-impact health interventions with the ultimate goal of ending preventable maternal and child deaths (EPMCD) within a generation. MCSP is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV care and treatment.
Based on USAID’s technical assistance program to support public health objectives, MCSP will provide specialized technical assistance to the MOHSS and national and regional stakeholders in institutionalizing and expanding Namibia’s National Health Extension Program (HEP). MCSP in Namibia will build upon the lessons learned under the Maternal and Child Health Integrated Program’s (MCHIP) successful experience and continue efforts to strengthen the Namibian HEP to deliver and sustain high-impact RMNCH and TB/HIV services in an integrated package at the community level. MCSP will continually explore possible solutions to bottlenecks to successful implementation of the HEP by working closely with other partners, local organizations and stakeholders.
RESPONSIBILITIES
The Regional M&E Advisor will be based in Ongwediva and will work under the supervision of the Senior M&E Advisor based in Windhoek to support and coordinate the M&E activities for the Health Extension Program (HEP) in the Northern part of Namibia. Overall responsibilities include supporting M&E activities such as data collection, report compilation, data analyses and data verification at district and regional level.
The Regional M&E Advisor will work with staff from MOHSS district and regional level to strengthen the HEP M&E system. S/he will lead efforts to advocate for data review and data use at district and regional level. S/he will work collaboratively with other team members on project planning, implementation, and the adjustment of project activities based on monitoring information obtained through innovative, participatory methods and standard approaches.
[bold]Specific Responsibilities:[/bold]
Work with Senior Technical Advisors in select districts, including, but not limited to:
- Coordinate data collection, data entry, collation and analysis for the project on monthly, quarterly and annually basis and report to Senior M&E Advisor.
- Conduct data quality assessment and data validation for the HEP at community, facility, district and regional level.
- Coordinate quarterly data review meetings at community, district and regional level.
- Advocate for data use in decision making including community data dissemination and use.
- Participate and support the district and regional efforts to improve the MOHSS Health Information Systems.
- Support development and implementation of quality control and quality assurance mechanism to ensure completeness, accuracy and consistency of reporting at facility, district and regional level.
- Provide M&E capacity building through training and mentoring of Health Extension Workers (HEWs) and health care workers at community, district and regional level and MOHSS staff at different levels (health facilities, districts & regional).
- Assist health facility staff with compilation and filing of HEP related information in an organized manner that enhances smooth service delivery.
- Assist MOHSS staff at different levels to make use of standardized tools when conducting supportive supervision to HEWs.
- Compile quarterly narrative reports in collaboration with Senior M&E Advisor.
- Compile and update project PMP as required in collaboration with Senior M&E Advisor.
- Coordinate M&E functions for community-based HIV testing and counselling (CBHTC), nutrition, and water, sanitation and hygiene activities at district level.
- Support documentation of the program experience (and of CBHTC in particular), writing of progress reports, and dissemination of program related data on monthly, quarterly and annual basis.
QUALIFICATIONS
- Master’s Degree in Public Health, Health Science, Social Science, Population Studies or related field. Or Bachelor’s Degree with minimum of 5 years’ experience.
- Minimum of 4 years’ experience in M&E of health programs.
- Knowledge of M&E techniques, procedures and protocols.
- Familiarity with the MoHSS Health Information System.
- Experience with and understanding of the PEPFAR framework and reporting system, especially for PEPFAR indicators.
- Excellent written and oral reporting skills.
- Ability to train or mentor HEWs and health care workers on M&E.
- Experience in data analysis and use of data software’s such as Excel, SPSS and STATA.
- Excellent computer skills in Words, Excel and Power Point, including internet and use of email.
- Must be eligible to work legally in Namibia.
Salary commensurate with experience.
