Regional Finance and Operations Manager 3 views0 applications

Cordaid is an international organisation for development and humanitarian assistance, working especially in fragile and conflict-affected regions. Guided by Christian values of human dignity, justice and compassion, we work towards a world without poverty and with equitable opportunities for all.

More than 1.9 billion people live in fragile contexts where access to essential services and opportunities is limited. Together with our partners, we support locally led programmes that strengthen healthcare, education, agrifood and justice systems. When crises occur, we work alongside local organisations to provide humanitarian assistance. Cordaid is headquartered in the Netherlands and operates in 15 countries across Africa and Asia.

Our organisation operates through a domain-based model, where regional teams work closest to partners and context, supported by specialised domains that provide technical expertise, quality standards, donor engagement and compliance. This interdependent way of working enables us to combine local ownership with strong organisational standards and deliver effective, context-driven programmes.

Regional Finance and Operations Manager

You will combine strategic financial leadership with hands-on administration and controlling, ensuring that operational systems enable effective programme delivery, safeguard organisational resources, and maintain compliance with donor regulations and internal frameworks. You report directly to the West Africa Regional Director.

What you do

  • Financial Governance & Compliance: Lead regional financial oversight, accounting, and internal control frameworks, ensuring full compliance with donor regulations, statutory laws, and Cordaid governance standards.
  • Financial Sustainability & Budgeting: Oversee budgeting, forecasting, cash flow, and resource allocation across regional operations; provide key inputs on financial, administrative, and logistical aspects during project proposal design.
  • Supply Chain & Logistics Management: Coordinate and lead regional supply planning, procurement, and front-end logistical support, embedding cost efficiency through framework agreements, prepositioning of stocks, and warehousing oversight.
  • Risk Management & Partner Assurance: Identify and mitigate financial, operational, and supply chain risks; oversee partner financial assessments, fraud prevention mechanisms, and internal/external audit follow-ups.
  • Strategic Financial Insights & Decision Support: Provide actionable financial and operational analysis to regional leadership and programme teams to optimize resource deployment, project performance, and decision-making.
  • Cross-Functional Collaboration & Reporting: Work seamlessly with Shared Services (SSU), programme leads, and enabling domains to ensure integrated financial management, timely donor reporting, and operational alignment.
  • People & Team Leadership: Direct and mentor regional finance and operations staff, promoting productivity, professional development, and a strong service-oriented, trust-based culture.
  • Integrity & Safeguarding: Uphold and champion Cordaid’s integrity framework, ensuring a safe, transparent, and ethical operational environment across all regional activities.

Cordaid is the Catholic Organisation for Relief and Development Aid (CORDAID). It is one of the biggest international development organizations, with a network of around a thousand partner organisations in 36 countries in Africa, Asia and Latin America, and has a disposable annual budget of around 170 million euros (2006).

Cordaid directly employs 400 people, amongst them 300 are based in the Netherlands and the rest are stationed all over the world (2010). Cordaid is also known under the names of the funds it manages: Cordaid Memisa, Cordaid Mensen in Nood (People in Need), Cordaid Bond Zonder Naam (Association Without Name), Cordaid Kinderstem (Children's Voice).

Cordaid was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty. It is a merge of three Dutch Catholic development organisations: Memisa Medicus Mundi (created in 1925), Mensen in Nood (People in Need, created in 1914) and Lenten Campaign/Bilance. The history of these organisations goes back to the beginning of the 20th century when the organisations were active in the area of shelter and (missionary) care for refugees, providing direct aid in the event of disasters, medical care and direct improvement of social and economic position of poor people.

The merge allowed the newly created NGO to benefit from broader resources, rationalised management and organisation and aimed at coordinating actions and projects. Each organisation became a fund with Kinderstem (Children's voice) being part of Mensen in Nood, until October 2004, when Cordaid's General Assembly voted the creation of a separate fund focusing on aid to children living in slums. Cordaid Microcredit was formed in October 2006, following the tenth anniversary of the microfinance activities. On 1 January 2007, the Dutch NGO Bond Zonder Naam (founded in 1938) joined Cordaid. Since 2012 the campaigning cooperation with the Lenten Campaign Foundation ('Vastenaktie') has ended.
